3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The site is a linear Town park located in an older residential section of Cary, east of
downtown. The park is grassed and has scattered large hardwood trees, and the UT
to Swift Creek flows from east to west on the southern side of the site. A sidewalk
extends along the southern edge of the site parallel to the stream. The area was
developed with single-family residences in the 1950s-1960s.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
The purpose of this project is to provide handicapped (e.g. wheelchair) access to the
interior of the park in response to citizen requests. The proposed project involves
construction of a six-foot by six-foot sidewalk north from the existing sidewalk to a
wooden footbridge over the stream, and then a continued sidewalk to Zone 2 of the
Neuse buffer on the north side of the stream, where the sidewalk will widen to a 10'
by 10' section to house a bench. The current conditions in the project area are
maintained grass, and no trees will be removed as part of this project. Typical
construction equipment (trackhoe, skid steer, etc.) will be used.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The sidewalk width is the minimum necessary to allow safe pedestrian passage. The
location for the sidewalk/bridge was based on it being the most flat location along the
stream, while also avoiding any tree removal. A bridge was selected rather than a
culver to avoid stream impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Standard erosion control measures will be employed during construction. Tree
protection fence will be used to demarcate the project area and avoid as much as
possible existing tree roots.
