Failure to submit all required items will necessitate additional processing and review time. For more information, visit the System-wide Collection System Permitting website: General — When submitting an application to the Municipal Permitting Unit, please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. The Applicant shall submit one original and one copy of the application and supporting documentation. The copy may be submitted in digital format. A. Cover Letter ❑ Submit a cover letter listing all items and attachments included in the permit application package B. No Application Fee Required ➢ No application fee is necessary. The permittee will be billed an annual fee upon issuance of the permit > The appropriate annual fee for systemwide wastewater collection system permits may be found at: > Annual Non-Discharge Fees C. The Town currently serves residential households and businesses within the Town and in nearby surrounding areas. Siler City strives to provide and maintain a reliable and safe water supply,water distribution system,wastewater collection system and wastewater treatment system. Town of Siler City — Wastewater Collection System Capital Improvement Plan McGill Associates,P.A.—September 2016 Page 1 SECTION II DESCRIPTION OF PROJECT AREA A. DEMOGRAPHICS The Town of Siler City is located in western Chatham County, North Carolina. According to the United States Census Bureau(USCB), the Town had an estimated population of 8,169 in 2013. The median household income from 2008 to 2012 was $34,673, significantly lower than the corresponding North Carolina household income of $46,450, as shown in Table Approximately 16.3% of the Town's residents lived below the poverty line from 2008 to 2012, slightly below the North Carolina poverty rate of 16.8%. LAND AREA CONFIGURATIONS AND TOPOGRAPHY The Town of Siler City contains generally hilly terrain with elevations ranging from approximately 480 to 760 feet above mean sea level (MSL), according to the Chatham County Geographic Information System(GIS). Elevations typically decrease from the hills in the western portion of the Town to the eastern banks of the Rocky River. The highest point, of approximately 760 feet above MSL, is found at a hilltop in the western part of the Town. The lowest point of approximately 480 feet above MSL, is found along the banks of the Rocky River,near the eastern edge of the Town. Several surface waters are located in and around the Town. A RockyRiver tributaryflows through the north eastern portion of the Town. A Loves Creek tributary flows through the southern portion of the Town until it meets Loves Creek, which flows eastward and joins the Rocky River east of Town. The Town's water supply originates in several reservoirs fed by the Rocky River. Based on Natural Resources Conservation Service (NRCS)mapping, the most common soil types in the project area are Georgeville urban land complex and Georgeville silty clay loam, as shown in Table II-2. Ten (10) additional soil types are found in the vicinity of the Town, though none of these is found on more than seven percent(7%)of the examined land area. GENERAL STATUS Wastewater Collection System The Town of Siler City owns and operates a wastewater collection system that transfers raw sewage to its Wastewater Treatment Plant (WWTP), which operates under NPDES Permit NC0026441. The collection system includes eight(8)pump stations and approximately 59 miles of gravity sewer and 4 miles of force main. The system serves approximately 3,200 customers. The Town's current sewer rates are provided in Table III-2. The Basic Machinery Pump Station primarily serves the Basic Machinery facility on Harold Andrews Road on the north side of Siler City. The station has a capacity of 94 gallons per minute (gpm) with 5 horsepower(hp) submersible pumps. This station was installed in 2006 and is in good condition. The Harmony Hills pump station was installed in 2002 and serves a residential area north of US 64 on the west side of Siler City. The pump station has duplex submersible pumps with a capacity of 150 gpm each. The North Avenue Pump Station serves the northeast corner of Siler City and accepts pumped flow from the Basic Machinery Pump Station and the Water Treatment Plant Pump Station. The North Avenue station was rehabilitated in 2006 with new duplex self-priming suction lift pumps with a capacity of 975 gpm each. The pump station is in good condition but according to Town staff this station sees significant I/I during storm events. The station experienced an SSO of 150,000 gallons in December 2015, and the area draining to the station is in significant need of rehabilitation to reduce I/I. The North Chatham Avenue Pump Station is located on North Chatham Avenue north of US 64 and has a capacity of 180 gpm. The pump station includes duplex self-priming suction lift pumps installed in 1999. This station is in fair condition but lacks backup power. It does have a quick connect for a portable generator however permanent standby power with automatic transfer is recommended to be added to the station. Blood Run Pump Station is the oldest pump station in the system originally installed in 1977 and has seen several updates since that time. The current station includes two dry pit submersible pumps that were rebuilt in 2014. The pumps are 40 hp and have a capacity of 430 gpm each. The station serves a significant drainage basin along Blood Run Creek that has significant room for increased development. Progress Boulevard and Technology Way pump stations were both installed in 2006 and serve a Town of Siler City — Wastewater Collection System Capital Improvement Plan McGill Associates,P.A.—September 2016 Page 4 commercial/industrial park area east of US 64. These stations are in excellent condition and have permanent standby generators onsite. The pump station on Technology Way is a duplex 20 hp suction lift pump station with a capacity of 350 gpm and pumps flow to the Progress Boulevard pump station. Progress Boulevard Pump Station has a capacity of 600 gpm and includes duplex 30 hp suction lift pump. The Water Treatment Plant pump station serves supernatant from the Town's filter backwash at the water treatment plant. The station was installed in 2009 and has a design capacity of 223 gpm. The pump station is in fair condition however the pump run times indicate the pumps may not be performing at the design capacity. EXISTING CAPACITY Wastewater Collection System The Town's collection system includes gravity sewers ranging from 6"to 24" in diameter. The 24" Loves Creek outfall line is estimated to have a capacity of 7.5 to 8 million gallons per day(MGD). Approximately 23% of the system is 6" diameter sewer primarily consisting of VCP lines. 66% of the sewer is 8" diameter including 29% that is 8" VCP, 34% 8" PVC and 3% DIP of based on GIS mapping data. The remaining 11% are 10"-24" sewers. The Town's WWTP has a design capacity of 4.0 MGD, and is currently permitted to discharge up to 4.0 MGD to Loves Creek. Current average daily discharge flows from the plant are approximately 1.70 MGD (42.5%of the permitted capacity). PRESENT CONDITION Wastewater Collection System The Town of Siler City collection system is in fair condition however the overall system has a relatively high level of infiltration and inflow (VI). Nearly all wastewater collection systems experience some level of UI. I/I is generally defined as the input of rain water or groundwater into the wastewater collection system, which is not considered wastewater. The infiltration portion includes flows that are normally continuous, including groundwater that enters the system through service connections, defective pipes, pipe joints, or manhole walls. Infiltration also includes discharges from foundation drains, cooling water, and springs and swampy areas. Inflow sources are generally instantaneous and include rainfall that enters the wastewater collection system through roof connections, yard and area drains, manhole covers, cross connections with storm sewers, and combined sewers. A typical measure of UI is to compare the length and size of sewers as measured in inch-miles (miles of sewer x pipe diameter inches) to the estimated portion of UI. The Town's wastewater collection system includes approximately 493.6 inch-miles of pipe. Based on a comparison of water billing records for sewer customers accounting for 10% for consumptive losses to flows at the WWTP the UI is estimated at an average of 1.24 MGD between September 2013 and August 2014. This is approximately 2,515 gallons per day per inch-mile of sewer. New gravity sewers are specified to have a maximum of 100 gpm/inch-mile of sewer. AlthoughUI is a significant issue, the Townsproactive approach to sewer maintenance, � PP identification of high priority lines, and cleaning has reduced sanitary sewer overflows (SSOs). The Town did experience six (6) SSOs in November and December 2016, which resulted in a Notice of Deficiency letter from NCDEQ. FLOW PROJECTIONS Water Production and Distribution System Chatham County has grown over recent decades and an 18.8% increase in population is expected between 2010 and 2020 according to the North Carolina Office of State Budget and Management. Applying a 1.5% annual growth rate to Siler City, which is similar to Chatham County projected growth rates results in a population increase from 8,169 in 2013 to 11,167 by year 2034, or approximately 2,998 individuals over a 20-year planning period. Table III-5 contains 20-year population projections for Siler City and Chatham County. Using the same 1.5% annual growth rate depicted in the previous section, applied only to the sewer use flows it is estimated that wastewater flows generated in Siler City and treated at the Town's WWTP will increase from 1.70 MGD in 2013 to 1.86 MGD in 2034. Note that this estimate assumes UI remains constant. The above figures do not account for any new large industries in the Town. There are two potential industries that may significantly alter these projections based on use for the industry and potential associated growth. The Chatham-Randolph Megasite is currently being marketed and has requested up to 1 MGD of wastewater flow. In addition, Mountaire Farms intends to re-open a chicken processing facility,which will also increase water and sewer usage. Under 15A NCAC 02T .0118 prior to exceeding 80%of the permitted capacity the permittee must submit an evaluation outlining specific plans to meet the future wastewater needs. Prior to exceeding 90 % of the permitted capacity the permittee must obtain all permits needed for the expansion of the wastewater system. 80%of the Siler City WWTP capacity is 3.2 MGD and 90% is 3.6 MGD. If these potential large users come to fruition, the Town will likely be required to begin planning for expansion of the wastewater treatment facility. CAPITAL OUTLAY NEEDS (6 YEAR HORIZON) Wastewater Collection 1. Back-Up Power Supply for Wastewater Pump Stations Currently Siler City does not have a backup power supply for three (3) of their eight (8) wastewater pump stations. NCDENR regulations require standby power sources at all new lift stations with a design capacity of 15,000 GPD or greater, and allow portable generators for new stations with a design capacity of 15,000 GPD or less. The Basic Machinery pump station is a duplex submersible pump station with 5 hp pumps. The proposed project is to add a 20 KW generator with automatic transfer switch including associated appurtenances and site work. The estimated total project cost is $55,000. Harmony Hills pump station is a duplex submersible pump station with 17 hp pumps. The proposed project is to add a 50 KW generator with automatic transfer switch including associated appurtenances and site work. The estimated total project cost is $70,000. North Chatham Avenue pump station is a duplex suction lift pump station with 10 hp pumps. The proposed project is to add a 30 KW generator with automatic transfer switch including associated appurtenances and site work. The estimated total project cost is $62,000. 2. 2016 CDBG Sewer System Improvements As previously noted, the Lincoln Heights area, and additional area served by the North Street Pump Station has a significant I/I issue, which resulted in an SSO of 150,000 gallons in December 2015 that reached surface waters. The proposed project will rehabilitate and replace lines and manholes in the area on both sides of US Highway 64. The estimated total project cost is$2,000,000.A detailed cost estimate is provided in Appendix A. 3. Elk Street Finch Street, and Hunter Street Sewer Replacement This proposed project includes the replacement of an existing 8-inch sewer line that has been problematic for maintenance recently. The sewer parallels a drainage ditch between houses and continues along that drainage ditch to connect to the Loves Creek outfall line. The proposed line will cross under Loves Creek prior to connecting to the outfall. The estimated total project cost is $129,950.A detailed cost estimate is provided in Appendix A. 4. West Fourth Street Sewer The West Forth Street Sewer project is a short extension to provide direct access to sewer to this residential street. The estimated total project cost is $60,000. A detailed cost estimate is provided in Appendix A. 5. Loves Creek Outfall Line Replacement The Loves Creek outfall line is a 24" diameter clay pipe installed in 1963 making it approximately 50 years old. It has an estimated capacity of 7.5 to 8 MGD based on the project plans. Based on its age, pipe material and location it is anticipated that this line is a significant source of I/I and its capacity will not meet the ultimate needs for the Town of Siler City. This proposed project includes the replacement of the outfall line from Second Avenue to the Wastewater Treatment Plant with a new 36" diameter gravity sewer. The line is primarily located along Loves Creek in a maintained sewer right of way at a depth of approximately 6'-8' deep with some portions up to 12' deep. The total length of the outfall line is 10,150 linear feet and the estimated project cost is $2,020,900. A detailed cost estimate is provided in Appendix A. B. 10-YEAR PRIORITIZATION OF NEEDS The aforementioned capital improvement projects are prioritized in this section based on McGill's evaluation of the system and input from Town staff. These expenditures ensure proper operation and maintenance of equipment, development, and perpetuation of the system, and maintenance of the utilities' financial integrity. The total of all these items is the required revenue for the Town's enterprise fund, and is shown in Table IV-2 for FY 2015. The Town of Siler City is currently under a moratorium. One of the factors of the moratorium is I&I in the collection system. The Town has applied for an SOC and is currently working with the State on the conditions of the SOC. The main outfall coming into the wastewater plant is scheduled to be replaced with the upgrade of the plant. The Town has also secured funding to replace Bloodrun Pump Station and the outfall that comes into town from that pump station. Both, along with our current budget and the Town's commitment to replace sewer lines, should go along way into reducing the current I&I issues that we have in town.
