Everhart, PhD Southeastern Permit Coordinator Habitat Conservation Program Date: July 11, 2006 ~a~ ~- RE: Town of Holden Beach- Turkey Trap Rd. Borrow Site, 404/401 Application, Brunswick County DWQ #06-1005, USACE AID#200500935 Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject application for impacts to wildlife and fishery resources. A site visit was conducted on July 10, 2006. Our comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.), and Sections 401 and 404 of the Clean Water Act (as amended). The project is located off Turkey Trap Rd., just north of its intersection with Stanbury Rd. (SR 1124) in Brunswick County. The site is surrounded by residential, agricultural, and forested parcels. The applicant proposes to impact 0.09 acre of the 5.67 acres of forested wetlands on-site in order to mine sand for beach nourishment. No mitigation is proposed for these impacts. We have the following recommendations: That in accordance with NC Division of Land Resources requirements, a 50 ft undisturbed buffer be maintained adjacent to any watercourses or wetlands on-site. That all remaining wetlands on-site be preserved in perpetuity through conservation easement preventing further wetland loss. We do not object to the issuance of this permit provided our recommendations are included as permit conditions. Thank you for the opportunity to review and comment on this application.
