Dear Mr. Coco,
The Roanoke Rapids Sanitary District(RRSD)received a draft permit for the referenced facility on
October 11,2022. We have reviewed this draft permit and wish to provide the following comments
and requests for clarification:
• The PFAS monitoring frequency listed in A(5)is in agreement with the permit fact sheet of 2/
year.The frequency of 1/quarter on the cover sheet will be disregarded.
• Foot note 2 of the draft permit contains the following: "Upstream and downstream samples
shall be grab samples collected 3/week during June,July,August,and September and 1/week
during the remainder of the year".This is different than foot note 5 of the current permit which
states: "Upstream/Downstream samples shall be collected weekly during June,July,August,
and September;and 2/month during the remaining months of the year." RRSD believes that
foot note 2 of the draft is an error and requests that the language be changed to reflect the
sampling requirements of the current permit.
• We request the following information as part of the draft permit process:
o Documentation for any methodology,data,and assumptions used in any permit
modification, including Reasonable Potential Analyses, if applicable.
o A copy of any comments that are received from the public regarding this permit
renewal, if applicable.
