(Permit No. NC50003545). There are a few items I had trouble completing for this renewal. The first has to do with Table A of Form 2F. StarPet has never been required to test at Max or Avg Daily discharge, and never determined Flow -Weighted Composite analysis. StarPet has also never been required to test for some of the pollutants or parameters listed. Table C of Form 2F requires the listing of pollutants in Exhibits 2F-2, 2F-3 and 2F-4, which are reasonably expected to be present in the stormwater. I listed the applicable chemicals that are associated with our process, but since these chemicals are contained in an enclosed process, StarPet does not expect these to be found in the stormwater, and the stormwater samples have never been analyzed for these constituents. Table D of Form 2F requires information such as duration of storm event, maximum flow rate and total flow from rain event. Again, StarPet has never been subject to these requirements, and thus do not have that information available. Lastly, Section 5 of form 2F requires the certification of non-stormwater discharges. As outlined in the application, stormwater from the facility flows through two sediment ponds prior to discharge from the outfall. StarPet has visually monitored the outfalls over the years and verified that even when there is no discharge into the first sediment pond, there continues to be a discharge from the outfall. StarPet has noted that the flow continues even when there is a significant period of time in-between rainfall events. StarPets' position is that there is groundwater intrusion into the settlement ponds which results in the discharge. The question I have in regard to this is, how would I certify to NCDEQ that the discharge is actually ground water and not related to discharges from the facility operations.
