Hi Ben,
As the site is unstable, we will allow repair work to occur within the trout moratorium between now and
December 31, 2022. To lessen impacts to downstream trout reproduction and hellbender habitat, we ask that
particular attention be paid to sediment and erosion control. Disturbed areas should be stabilized at the end of
each work day, and flows should be diverted around instream work areas.

Andrea,
We have selected a contractor to complete repairs at the Owen Farms site. As described in my September 16th email,
repairs will consist of stream bank stabilization using sod mats and boulder toe protection. Baker Grading &
Landscaping, Inc. (Baker) will complete repairs. The equipment operator for Baker is the same operator who built the job
originally and completed repairs in 2021 so he is very familiar with the Site and erosion control measures required to
minimize impacts to downstream trout reproduction and hellbender habitat.
The contractor plans to mobilize by the end of October and complete repairs by Thanksgiving. In order to account for
potential weather and/or holiday related delays, I would like to request a waiver to conduct instream work on West Fork
French Broad River through December 31, 2022. If you are in agreement with this approach, please respond to this email
with your approval. If you have any questions please call me at 919.588.9663.
