Hello Cord,
The MRO requests this email serve as the staff report(s) for the referenced permits. The reason for
resubmittal was the completion of the property sale and filing of reduced property line setback
agreements between the two parties, so they can move from the construction only language to the
standard SFR permit language. I did not see differences in the system design / location plans from
the original applications. The previous staff reports are attached for your convenience.
I did note one item not picked up on with the first review. It is my understanding and appears to be
stated in the soil scientist’s report(s), the large trees will remain in both irrigation fields (small trees
<8” diameter will be removed, and area seeded), so these are forested irrigation sites. There are a
couple places stated in the applications the crop in the irrigation fields will be grass. I believe the
hydraulic loading rate is based on soils, not crop; so, I do not see an issue – just wanted to let CO
staff know I did not pick-up on this the first time. In addition, the trees will also serve as a visual
buffer for the Elementary School across the street. The MRO has already received inquiry from the
Cabarrus County Health Alliance (Environmental Health Staff) on behalf of interested parties
concerned of what is happening at these sites.
The MRO is okay proceeding with completion of these permits if CO is.
