PROJECT SUMMARY: The applicant proposes to place riprap waterward on 75' of shoreline, backfill and maintain ±550' of rip rap stabilized shoreline Jimmie Summerell Lot 1 Bridge Path Estates Columbia, Tyrrell County, NC Project setting Jimmie Summerell has submitted the following application for the installation of an additional 75' of riprap for shoreline stabilization, upland backfill and continued maintenance to his already stabilized 550' of riprapped shoreline. The project site is located off SR 1213 and Shifting Sands Rd on Lot 1 Bridge Path Estates on the Albemarle Sound in Columbia, Tyrrell County, North Carolina. The site involves a 16-acre tract of land adjacent to the Albemarle Sound with an eroded feature that connects to a small pond. The majority of the shoreline in the project area is stabilized with riprap with an existing access driveway/path immediately landward of the stabilized shoreline. Adjacent to the driveway/path are various upland grasses some pine trees and an identified 404 wetland area. Section 404 Wetlands have been delineated on the property in years past, however no wetlands exist in the vicinity of the proposed project. The adjacent upstream (west) property is stabilized with riprap and a large area of wooded wetlands as well as a single-family dwelling. The downstream end of the project area abuts another rip rap stabilized shoreline with an existing culvert, a pier with platform, and future single-family waterfront lots. The site elevation is L5' above normal water level (NWL) along the Albemarle Sound and is classified as SB the project location by the Environmental Management Commission. The area along the Albemarle Sound is coastal fishing waters and there were no SAV's on site at the time of field visit. The applicant has acquired four previous general permits for shoreline stabilization dating back to 2004. Project description The applicant proposes to place 75' of riprap at a 2 to 1 slope not to exceed 5' waterward of existing shoreline and NWL to repair damaged previously stabilized shoreline and backfill upland areas which have been eroded landward of the riprap to enhance and maintain shoreline stabilization along the sound. With a base width of 5' the riprap will have a total footprint of 375 ft2. Anticipated impacts The project as proposed will result in the filling of 375 ft2 of sound bottom associated with the placement of riprap for shoreline stabilization. The project will result in short term localized turbidity as a result of the construction activities associated with shoreline stabilization T. Ashley Grandy — 2 November 2022 NARRATIVE TO: DCM/WASHINGTON DISTRICT OFFICE MR SPRIVEY AND MR GRANDY, I am proposing to rip rap +/- 75' of shoreline to stabilize. The area to be stabilized was previously permitted with general permit 38731-b. In addition 3 other general permits were issued for rip rap.In addition to the new rip rap I am proposing to repair/maintain the existing rip rap and backfill landward of the existing rip rap to re establish what eroded from previous hurricanes. The repair/maintenance will not exceed the existing footprint.
