Project # 00 -5268 Turkey Creek [03- 04-02; 27- 33 -9 -2] Dear Mr. Martin, 172 NCDENR NORTH CAROUNA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES June 14, 2000 DWQ Project # 00 -0782 NBRRO Project # 00 -155 Wake County On June 6, 2000, I met with you at the subject property consisting of approximately 96 acres located east of Ebenezer Church Road (SR 1647) and northeast of US Route 70 (Glenwood Avenue) excluding the Carmax Property, Wake County. The purpose of this meeting was to determine the applicability of stream features located on the property to the Neuse River Riparian Buffer Protection Regulations (15A NCAC 2B .0233). As a result of this meeting, in addition to information provided within your letter dated 6/9/00, it was determined that the stream features indicated on the attached "Almo Property / S&EC Project No. 00 -5268" map provided as an attachment to your letter dated 6/9/00 and initialed by me on 6/14/00 are subject to 15A NCAC 2B .0233. The map indicates streams (CHA to CHD), including the approximate location of the start of two streams (NRB 101 & NRB301), subject to the buffer regulations as confirmed and flagged in the field on 6/14/00. This office recommends that these streams be properly located and identified prior to any site design to ensure compliance with 15A NCAC 2B .0233. This letter only addresses the applicability of 15A NCAC 2B .0233(3) and does not authorize any activity within the protected buffers. The subject property consists of approximately 96 acres and is located east of. Ebenezer Church Road (SR 1647) and-northeast of US Route 70 (Glenwood Avenue) excluding the Cut= property. Figure 1 — Location Map depicts the location of the property on the Bayleg NC USGS topographic quadrangle Five individual channel features (CH A — E) are depicted on the son survey map, two of which also appear on the USGS map. The property and the aforementioned channel features aie shown on Figure 2— Wake Co. Son Survey Map. • During the field meeting one stream feature was examined, and the buffer call at flag - • NRB101 completed by S&EC was evaluated. The stream origin point was determined by you to correspond with flag NRB101. The stream origin point of one other feature shown on the soil survey occurs below where the end of the feature is mapped (Flag NRB301). The start point of this feature was not evaluated during our site visit. The drainageway above this stream origin point does not possess a bed and banlc, the bottom is covered with pine needles, and facultative plants, such as Lycopodium clavatum and Vitis rotundifolia, are growing in the bottom of the drainage way.:' Photographs 1, 2, and 3 were taken in sequence starting downstream at the stream origin point (Flag NRB301). The 'remaining three features. on-site were not contested and therefore "determined by S&EC as subject to the buffer rule.
