DANIEL SMITH Director Mr. Jonathan Franklin Town Administrator Town of Louisburg 110 West Nash Street Louisburg, NC 27549 NORTH CAROLINA Environmental Quality May 20, 2021 Subject: Compliance Evaluation Inspection Tar River Water Reclamation Facility Permit No. NC0020231 Franklin County Dear Mr. Franklin: On March 29, 2021, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility. The assistance provided by Mr. Jimmy Ellington, the operator in responsible charge (ORC), and Mr. Richard Collins, the lab supervisor, was appreciated as it facilitated the inspection process. The inspection report is attached. The following observations were made: Tar River Water Reclamation Facility is permitted to discharge at a rate of 1.37 MGD and consist of: mechanical bar screen, aerated grit/grease removal, anaerobic selector, dual oxidation ditches (BioDeniopho Process), dual secondary clarifiers, three tertiary filters, ultraviolet disinfection, cascade aeration, aerobic digesters, and ultrasonic flow meter. The plant discharges into the Tar River, a WS-V NSW waters in the Tar -Pamlico River basin. 1. At the time of inspection, permit expired on September 30, 2019. Permit was renewed on February 25, 2021, became effective on April 1, 2021 and expires on September 30, 2025. Mercury minimization plan required in the expired permit was developed and implemented. 2. A new mechanical bar screen was installed at influent pump station about two years ago. Also installed was a septic receiving station which removes debris/grits and meters septage flow. 3. The dual oxidation ditches with BioDeniopho Process have been very effective in biological nutrient removal with the modified phases. It was noted that one mixer in one of the oxidation ditches was out of service and needed to be replaced (replacement mixer was on order at the time of inspection). Solids settled well in the two clarifiers. Two of the three tertiary filters were in service. Wasted sludge is settled first in the old clarifier of the original plant before being treated in the two aerobic digesters. 4. The ORC maintains a daily logbook. July and December 2020 DMR data were compared to lab bench sheets; no data transcription errors were noted during the inspection. 5. The right of way to the Outfall 001 was well maintained. The effluent was observed to be clear and free of solids. No visible impacts were noted immediately downstream the effluent pipe. 6. Field lab parameter (Certificate No. 439) calibration and analysis records were reviewed during the inspection. This facility was found to be compliant with NPDES permit conditions as a result of this inspection.
