Clearwater Mitigation Solutions, LLC, provided a draft mitigation plan to our office on October 12, 2022, for the
establishment of the Clearwater Neuse 01 Umbrella Mitigation Bank and associated Lowlands Mitigation Site (SAW-
2015-01815). The proposed bank site would be located in near Four Oaks, in Johnston County, North Carolina, and
within the Neuse River Basin (8-digit HUC: 03020201). This email provides notification for the start of the NCIRT review
period for the Draft Mitigation Plan Review in accordance with Section 332.8(d)(7) of the Mitigation Rule. The 30-day
review period will start today, October 20, 2022. Please provide any comments/concerns you have by November 19,
2022.
