Please find attached the Initial Credit Release letter for the Wildlands Catawba Umbrella Mitigation Bank: Double Rock
Mitigation Site (SAW-2020-01532). As requested, 15% credit is being released for approved restoration activities that
satisfy the initial release requirements pursuant to the Mitigation Banking Instrument, in addition to 100% of
preservation credits. In accordance with the plan, 778.19 warm stream mitigation units are now available for the Upper
Catawba River Basin (HUC 03050101).
The first credit release shall occur upon establishment of the mitigation bank, which includes the following criteria:
1) Execution of the UMBI by the Sponsor and the USACE;
2) Approval of the final Mitigation Plan;
3) Confirmation that the Mitigation bank site is secured;
4) Delivery of the executed financial assurances described in the Mitigation Plan;
5) Recordation of the long-term protection mechanism and title opinion acceptable to the USACE;
6) 404 permit verification for construction of the site.
7) Documentation of the establishment of the long-term endowment/escrow account.

Dear Mr. Wilkerson:
This correspondence is in reference to the Wildlands Catawba 01 Umbrella Mitigation Bank,
Double Rock Mitigation Site located at 1407 Stikeleather Road in Hiddenite, Alexander County,
NC, within the Upper Catawba River Basin Cataloging Unit (03050101). The purpose of this letter
is to confirm the initial release of credits for this mitigation site. (35.8629°N,-81.0967°W)
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, The Wildlands Catawba 01
Umbrella Mitigation Bank, approved July 25, 2022, 15 percent of the mitigation site's restoration
credits and 100 percent of the site's preservation credits shall be available for sale immediately
upon completion of all the following:
a. Approval of the final mitigation plan (July 25, 2022);
b. Issuance of the 404-permit authorization for construction of the site (Oct. 3, 2022);
c. Delivery of the executed financial assurance documents as described in Section IX of
UMBI (Aug. 2022)
d. Recordation of the Corps -approved site protection mechanism described in Section X
of the UMBI including a title opinion covering the property. (Oct. 2022)
e. Execution of the UMBI by Wildlands Holdings VI, LLC and USACE (July 2022); and
f. Documentation of the establishment of the long-term endowment/escrow account
(Sept. 26, 2022).

By copy of this correspondence, we confirm that you have satisfied the above requirements for
the initial credit release; and 778.19 warm stream mitigation units (SMU's) constituting 15 percent
of the mitigation site's total restoration credits and 100 percent of the site's total preservation
credits (4556.10 SMUs) are now available for sale.
