On March 17, 2000, I met with you at the subject property to conduct an evaluation of the stream features
present to determine whether the site would require compliance with the Neuse Buffer Rule. This specific
project is referenced by the Raleigh Regional Office as NBRRO 99 -077.
The features represented on the Wake, Franklin, Granville County Soils and the USGS maps were
evaluated to determine their,subjectivity to the Neuse Buffer Rule. It was determined from the site visit
that the there are several features present on this property that are subject to the Neuse River Basin: Nutrient
Sensitive Waters Management Strategy; Protection and Maintenance. of. Existing Riparian Areas,
Administrative Code T15A:02B.0233 (NCAC 0233). The required buffer protection is delineated around
the pond and the other features on the map received by this Office on March 19, 2000.
Thank you for your attention to this matter and if this Office can be of any assistance or if you have
additional questions, please do not hesitate to contact us. This letter only addresses the applicability of the
Neuse Riparian Buffer.

RE: Kimmon Place -116 Acres- Wake, Granville, and Franklin County
Dear Steve,
Kimmon Place Associates is planning to develop 116 acres in northern Wake
County. In our initial review of the property, using the Wake County, NC soil survey,
there were several drainage areas denoted as intermittent (crossable with tillage
implements). After our field investigation of these drainage areas we determined that
these areas did not meet the requirements for Neuse Riparian Buffer of intermittent
streams.
I would like to set up a meeting with you at this location to verify the required
Neuse Riparian Buffers for this 116 acre tract. I have attached a copy of the boundary
map showing the Neuse Riparian Buffers, a copy of the topo overlay, and the Wake
County soil survey (sheet 7 ) with the property lines overlayed.
