The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *February I987) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 61 % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform guarter(v monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from issuance of this permit during the months of �-u✓� Sep ` be . Effluent sampling for this testing shall be performed at the N ES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Se j ��. r DIVISION OF ENVIRONMENTAL MANAGEMENT July 29, 1988 MEMORANDUM TO: Allen Wahab THROUGH: Steve Tedder a c Trevor Clements FROM: Jackie Nowellji,1 SUBJECT: Proposed City of Gastonia-Crowders Creek WWTP's Discharge Point at Highway 321 NPDES No. NC0074268, Gaston County Per the request of Mr. Dan Blaisdell of your office, the Technical Support Unit has completed a preliminary stream impact analysis for the Crowders Creek facility. The focus of this review was to access the impact of the relocation of the discharge point to Highway 321, approxi- mately 1.4 miles upstream of the original discharge site on the NC -SC state line. The results of our review indicated that the effluent limits for the oxygen -consuming parameters would remain the same. They are as follows: BOD5 (mg/1) NH3-N (mg/1) N113-N (mg/1) DO (mg/1) TSS (mg/1) Fecal (Mt/100 13 2 (summer) 10 (winter) 6 30 ml) 1000 It should be noted that the recommended limit for total phosphorus of 2 mg/1 was requested by the South Carolina Department of Health and Envi- ronmental Control (SCHDEC) as an effort to control eutrophication and potential nuisance conditions at the mouth of Crowders Creek. The t tal residual chlorine limits of 19 ug/1 (monthly average) an 37 ug/ (daily maximum) stay the same in order to meet the SC regulation requires dischargers not to cause a mixed instream residual chlorine concentration greater than 11.0 ug/i. The relocation of the Crowders Creek facility to the Highway 321 site will result in changes to recommended metals limits. Based on a lower 7Q10 flow of 6.0 cfs at Hwy 321, as opposed to 6.7 cfs at the state line, the allowable concentrations in the wasteflow were recalculated using mass balance equations. The limits would change as follows: • Chromium (ug/1) 74 Cadmium (ug/1) 3.3 Lead (ug/l) 38 Nickel (ug/1) 82.3 Cyanide (ug/1) 8.2 Also, the lower 7Q10 flow will change the instream waste concentration to 61%, and this change will be reflected in the chronic toxicity testing requirement. These results are preliminary and should not be considered as a final wasteload allocation. If the City of Gastonia requires a final wasteload allocation, it will be developed after an official NPDES permit application for the Highway 321 site has been submitted along with the required applica- tion fee.
