Landon Davidson, P.G., Regional Office Supervisor Surface Water Protection Section North Carolina Division of Water Quality 2090 US Highway 70 Swannanoa, North Carolina 28778 RECEIVEDI►NCDEQIDIIVR JAN 2 6 2017 Water Quality Permitting Section Subject: Environmental Management Commission Settlement Agreement Quarterly Status Report City of Brevard Collection System NPDES Permit N£OO2 1 4/- C44c5 / Transylvania County Dear Mr. Davidson, As requested, the City of Brevard offers the following documentation regarding compliance activities with regard to the Environmental Management Commission Settlement Agreement requirements. The reporting period includes Collections System activities for October, November and December of 2016. 1. The city remains actively dedicated to fulfilling collection system management requirements and has continued to provide funding for system improvements each fiscal year. Funds budgeted for FY 2016-2017 include $100,000 for inflow and infiltration elimination. The Tennessee Valley Authority reported a total of 5.39" of precipitation was received in the Brevard area during this quarter. This amount of rainfall was 4.22" less than the previous quarter reported. It is believed l&I elimination on the system and less rainfall attribute to the lack of events this reporting period. 2. CDM Smith progressed during this quarter with the following work for the Neely Road pump station, force main, and equalization storage project. • Pump Station and Equalization Tank Project o Contractors for Wharton -Smith, Inc. began installation of the foundation and wet well walls for the new pump station facility in October, 2016. Steel used for wet well wall footings. Steel mats airlifted into place for wet well wall installation. Forms prepared to assist with installation of wet well walls. Installation of steel mats for wet well walls. Relocation of existing 24" manhole at the Waste Water Treatment Plant. o Terratec Incorporated, contractors specializing in foundation repair and soil stabilization, mobilized on -site and began micro pile installations at the equalization tank. o Public Works personnel assisted Wharton -Smith, Inc. with installation of 278' of 8" pipe at the Equalization Tank on Wilson Road. • Force Main Project o Of the projected total of 13,300 LF at project completion, 6,099 LF of pipe, including DI (Ductile Iron), PVC (Poly Vinyl Chloride) and HDPE (High Density Polyethylene) have been installed by Hall Contracting Corporation as of December 31, 2016. Pipe directed with track hoe as boring is performed beneath the French Broad River. Inserted pipe pulled beneath the French Broad River. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 828-884-2171, Option 4 o Contractors for Trull Paving & Grading conducted milling operations along Neely Road utilizing water accessible through the City of Brevard Public Works facility and a fire hydrant at the existing pump station. 24" back reamer enlarging pilot hole for Gilbreath Branch bore. Gilbreath Branch HDPE pipe insertion. o Bore and pipe installation beneath the French Broad River for the Force Main project commenced in November, 2016. o The NCDOT replaced one of four culverts scheduled for replacement prior to completion of the Force Main project. o A total of 55' of 3/4" water service line and 6' of 4" sewer service line were replaced by Public Works personnel due to damage by contractor during sewer installation. o Utility lines were located by the Public Works Collections staff on Neely Road and Old Hendersonville Highway as requested by the contractor. o Routine site inspections and monthly progress meetings were conducted throughout this reporting period. 3. Brown Consultants, PA accomplishments consist of the following items this quarter: • Kings Creek Phase II o Dillard Excavating, Inc. replaced a total of 1,555' of existing 6" line along Batson Road, Grove Circle and Willow Drive with new 8" pipe. o Four (4) new manholes were installed along Batson Road and Willow Drive. City of Brevard Public Works Department 232 Cashiers Valley Road Brevard, NC 28712 828-884-2171, Option 4 Batson Road sewer service installation. • Kings Creek Phase III Batson Road manhole installation. o Dillard Excavating, Inc. replaced a total of 2,418' of existing 6" line with new 8" pipe along Dogwood Drive, Gaston Street, Grove Circle, Harold Street, Lakeview Avenue, Miner Street, Pine Street and Varsity Street. o Six (6) new manholes were installed along Miner Street and Varsity Street. o Restoration included asphalt paving of all affected streets. This information is offered on behalf of the City of Brevard Collections System. As projects progress and additional compliance issues are addressed, further documentation will be provided.
