Wastewater Treatment Facilities

Dear Mr. Wilkins:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for the construction of the 6.0 MGD
Crowders Creek Regional Wastewater Treatment Plant to consist of preliminary
treatment facilities including coarse trash screen,'mechanical bar screen,
by-pass bar screen, and grit removal tank with mechanical collection system;
Parshall flume and main lift station with four (4) pumps sized to handle
15.8 MGD peak flow; dual 70 ft. diameter primary clarifiers; raw sludge pump
station; a 2.5 MG capacity aeration basin designed for biological phosphorus
removal; three (3) 5,000 CFM blowers for aeration; dual 100 ft. diameter
final clarifiers; return sludge pump station; return sludge metering
facility; chemical storage and feed facilities for caustic and alum;
chlorination and dechlorination facilities with covered cylinder storage for
chlorins and sulfur dioxide; baffled chlorine contact tank; dual effluent
polishing ponds (6 MG total capacity) with 60 mil HDPE liners; sludge
digestion and handling facilities consisting of four (4) 60 ft. diameter
anaerobic digesters, dissolved air flotation tanks for sludge thick<e ng,
polymer mixing and metering equipment, a belt filter press, and contact
reactor for alum treatment of digester supernatant, belt press filtrate, and
belt wash water; a gravity -flow static aerator of concentric cylinder design
for post aeration; flushing water pump station; effluent flow metering and
sampling facilities; on -site generating equipment for emergency stand-by
power; and all associated yard piping, valves, and appurtenances.

A 12-inch thick compacted natural material liner must be provided under
the 60-mil HDPE liner in polishing pond No. 2. wherever bedrock is exposed
during excavation. The hydraulc conductivity of the compacted natural
material shall not exceed 1X10 cm/sec.
One (1) upgradient and three (3) downgradient groundwater
monitoring wells (total of four (4) wells) shall be constructed as approved
by the Mooresville Regional Office. The wells must be sampled prior to
wastewater entering the polishing ponds and thereafter every March, July and
November for the following parameters:
Nitrates Water Level (prior to sampling)
Ammonia Nitrogen pH
Total Organic Carbon Total Dissolved Solids
Total Coliforms Chloride
Total Organic Halides (initially and thereafter in November only)
Any other groundwater monitoring deemed necessary by the Division shall
be performed.
Do aot proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification have been reviewed, and
you are in receipt of our approval, if Federal funding is desired for
project construction.
The permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of thewastewater
treatment facilities. Such operator must hold a valid State Certificate of
the grade at least equivalent to the classification assigned to the waste-
water treatment facilities by the Certification Commission. When a new
chief operator must be obtained to be in responsible charge of the new
facilities, it is required that this be done by the time the construction of
the facilities is 50% complete.
The Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0074268, issued March 9, 1989 and shall
be subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the approved plans, specifications, and
supporting documents; and are in compliance with the conditions and
limitations specified in Permit No. NC0074268.
The permittee shall have an acceptable sludge analysis and a sludge
E.P. toxicity analysis which have been approved by the Division of Health
Services, Solid Waste Management Branch prior to the disposal of any sludge
from the new wastewater treatment plant. Copies of the analyses, supporting
documents, and approvals shall be submitted to the Division of Environmental
Management's Water Quality Section and the Mooresville Regional Office.
You are reminded that it is mandatory for the project to be constructed
in accordance with the North Carolina Sedimentation Pollution Control Act,
and, when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractor's responsibilities
shall be in complying with these Acts.
The disposing, selling or free distribution of wet, dried, composted
sludge or sludge -like materials from wastewater facilities without prior
review and approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and one (1) set to the Corps of Engineers.
A copy of the approved plans and specifications shall be maintained on
file by the Owner for the life of the project.
Upon completion of construction and prior to operation of this
permitted facility, a certification must be received from a Professional
Engineer certifying that the permitted facility has been installed in
accordance with the approved plans and specifications. Mail the Certifica-
tion to the Permits and Engineering Unit, P. 0. Box 27687, Raleigh, North
Carolina 27611-7687. (Engineer's Certification Form is attached.)
