Dear Mr. Moore:
A letter of request for an Authorization to Construct was received December 17, 2010, by
the Division of Water Quality (Division), and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby granted for the
construction of modifications to the existing 2.5 MGD Wastewater Treatment Plant, with
discharge of treated wastewater into the French Broad River in the French Broad River Basin.
This authorization results in no increase in design or permitted capacity and is awarded
for the construction of the following specific modifications:
Replacement of a 1.5 meter belt press with a new 1.5 meter belt press, installation
of a new grit removal system and grit classifier, replacement of a septage
receiving station with a new step screen rated at 800 GPM, in conformity with the
project plans, specifications, and other supporting data subsequently filed and
approved by the Department of Environment and Natural Resources.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of
NPDES Permit No. NC0060534 issued May 31, 2006, and shall be subject to revocation unless
the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0060534.
The sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the Division.

In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as may
be required by the Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
The Asheville Regional Office, telephone number (828) 296-4500, shall be notified at
least forty-eight (48) hours in advance of operation of the installed facilities so that an on site
inspection can be made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility
has been installed in accordance with the NPDES Permit, this Authorization to Construct and the
approved plans and specifications. Mail the Certification to: Construction Grants & Loans,
DWQ/DENR, 1633 Mail Service Center, Raleigh, NC 27699-1633.
Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the
wastewater treatment facilities. The operator must hold a certificate of the type and grade at
least equivalent to or greater than the classification assigned to the wastewater treatment
facilities by the Certification Commission.
The Permittee must also employ a certified back-up operator of the appropriate type and
grade to comply with the conditions of T15A:8G.0202. The ORC of the facility must visit each
Class I facility at least weekly and each Class II, III and IV facility at least daily, excluding
weekends and holidays, must properly manage the facility, must document daily operation and
maintenance of the facility, and must comply with all other conditions of T15A:8G.0202.
A copy of the approved plans and specifications shall be maintained on file by the
Permittee for the life of the facility.
During the construction of the proposed additions/modifications, the permittee shall
continue to properly maintain and operate the existing wastewater treatment facilities at all times,
and in such a manner, as necessary to comply with the effluent limits specified in the NPDES
Permit.
You are reminded that it is mandatory for the project to be constructed in accordance
with the North Carolina Sedimentation Pollution Control Act, and when applicable, the North
Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's
responsibilities shall be in complying with these Acts.
Prior to entering into any contract(s) for construction, the recipient must have obtained all
applicable permits from the State.

Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division in accordance with North
Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.

Scope of Work:
The scope of this study is to quantify in detail the components within the plant that are
showing problems now and development a PER that will address specific solutions. The
four (4) specific components include:
1. The lack of a Grit Removal System at the plant headworks-installation of a Grit
Removal System
2. Effect of grit on plant operations and equipment
3. Designing and installing a new sludge digester
4. Facilitating an improved sludge handling system
Specific tasks involved will include the following actions:
Tasks Funded by the City of Brevard include:
✓ Research available plant records and create a current data base
✓ Study the quality and quantity of the wastewater, including the new anticipated
loading
✓ Develop a process chart and schematic diagram that details the operation of each
of the three components
✓ Update the plant site plan, including all piping and other facilities and/or
infrastructure that has been added over the years with no plan updates

Tasks Funded by the CWMTF include:
✓ Perform engineering calculations to size facilities, including pipe sizes and pumps
✓ Identify locations where new grit and digester facilities can be installed
✓ Prepare a site schematic plan of all proposed improvements, including an updated
hydraulic profile
✓ Provide preliminary engineering design for up -dated or new sludge handling
pumps to more efficiently move sludge between the various treatment
components
✓ Recommendations for specific equipment that may be used in the project
✓ Prepare a Preliminary Engineering Report (PER) sufficient to meet all state
regulatory requirements and go straight to construction drawings
✓ Conduct meetings as necessary with City of Brevard staff to assure successful
process and project
Deliverables to the City will include:
1. A Preliminary Engineering Report to state regulatory standards
2. Schematic drawings and hydraulic profile from which construction drawings can
be developed
3. Copy of back up engineering calculations
4. Copy of current plant data base information
5. Specifications on any specific equipment that is recommended
Project Description and Need:
The City of Brevard owns and operates a 2.5 MGD wastewater treatment plant (WWTP)
off of Wilson Road on the northeast side of Brevard. The WWTP was designed by
McGuire -Beebe and was constructed in 1986. The plant is an RBC — with secondary
sludge digesting treatment. The design flow of the WWTP is 2.5 MGD, but the monthly
average is typically between 1.2 and 1.5 MGD. The Plant holds a NPDES permit to the
French Broad River. The plant has a Iarge peaking factor due to the numerous inflow and
infiltration problems within the sewer collection system, which the City is addressing
under a current Special Order by Consent with the North Carolina Division of Water
Quality
Brevard City Council recently approved one of the largest developments in City history,
the reclamation of the 176 acre old Ecusta plant site into 1000 residential units, a 250
room resort hotel and 1,000,000 square feet of retail/commercial/industrial space over a
period of 20 years. A Preliminary Engineering Report on the impact of this development
on the City's WWTP anticipates an additional 540,000 GPD of wastewater. This
additional flow impact coupled with normal regional growth will impact the operations of
the WWTP.

There is currently no grit removal system which allows all grit to move into the plant's
treatment process.
Critical Need: When grit enters the RBC, it reduces the contact time forcing more
volumes through the un-clogged portions of the RBC and reducing overall
treatment; then eventually each RBC unit has to be shut down and cleaned -
repaired resulting in additional reduced treatment during this down time.
This is an unacceptable situation that needs to be corrected. With additional loading at the
plant, this condition needs to be remedied.
Sludge handling is cumbersome with old and outdated pumps and a digester that is of
insufficient size to process the additional flow. Currently sludge is digested, and then
when it meets certain parameters it is pumped to a belt press, then the dewatered sludge is
sent to the County's landfill.
Critical Need: Proper treatment is not always obtained prior to dewatering and
this needs to be corrected. With new anticipated flows and loading, additional
sludge treatment and handling is needed.
Water Quality Objectives and How They would Be Achieved:
The French Broad River and basin is a major source of water for recreational,
agricultural, and potentially drinking water. This proposed project would assure that the
discharge effluent from the Brevard WWTP will remain within the permitted parameters.

Other Possible Funding Sources:
The rural center funds were considered but the City was just awarded in December a
Rural Center Planning Grant towards I & I reduction and therefore is not eligible at this
time.
The City's own recourses for this type of project have been used recently for replacing
the belt press at the WWTP and other critical improvements required by the SOC
currently in force.
