Dear Mayor Hahn::
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for the construction of a new 2.5 MGD
Wastewater Treatment Plant to consist of two existing stationary screens from
existing wastewater treatment plant, addition of two new 72" wide stationary
screens and new screening building, ten (10) shaft RBC system with 1,235,000
square feet of surface area, two 50 feet diameter secondary clarifiers,
sludge pump station with dual 250 gpm pumps, a 66 foot diameter aerated
sludge holding tank, a supernatant return pump station with 300 gpm
duplex submersible pumps, a belt filter press building and equipment to consist
of one (1) 1.5 meter belt filter press, two 60 gpm vertical turbine backwash
pumps,one macerator, two 215 gpm sludge feed pumps, polymer feed system in-
cluding two 1,000 capacity polymer mixing tanks, one 24-inch wide conveyor
system and associated controls, one 1,650 cfm blower for sludge holding tank,
one 900 cfm blower for RBC installation, a chlorine contact chamber and
chlorine storage building, a 2,346 square foot control building, and a 12-foot
wide access road; influent flow monitoring and effluent flow monitoring.

Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification has been reviewed, and
you are in receipt of our approval if Federal Funding is desired for
project construction.
The Permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State certificate of
the grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of•the facili-
ties is 50% completed.
This Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0060534 issued April 23, 1985,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications,
supporting documents, and are in compliance with the conditions and
limitations specified in Permit No. NC0060534.
Permittee shall obtain a sludge analysis and a sludge E.P. toxicity
analysis and obtain approval of these analyses from the Division of
Health Services, Solid Waste Management Branch prior to the disposal of
any sludge from the new wastewater treatment plant. Copies of the
analyses, supporting documents, and approvals shall be submitted to the
Division of Environmental Management Water Quality Section and the Asheville
Regional Office.
During the construction of the proposed additions/modifications,
the Permittee shall continue to properly maintain and operate the
existing wastewater treatment facilities at all times, and in such
manner, as necessary to comply with the effluent limits specified in the
NPDES Permit.
You are reminded that it is mandatory for project to be constructed in
accordance with the North Carolina Sedimentation Pollution Control Act; and
when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractors responsibilities
shall be in complying with these acts.
The selling or free distribution of wet, dried, composted sludge or
sludge like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
