Long time no see!
I can't speak to the culvert design, but I will be sure to pass your concern on to the design engineer and
get an answer back to you. I would think that part of the reason for not increasing the culvert height
would relate back to existing road grade. Raise the culvert, you have to raise the road grade and your
bridge replacement becomes 5 additional miles of road improvements. 'Also, the full slopes would need
to be widened which would ultimately increase the length of pipe resulting in a larger impact footprint to
the stream.
As to the EEP site nearby, it was noted on the plans where the easement is located. DOT is aware and
is proximity to the site will be noted during the pre - construction site meeting. Truth be told, if the
contractors find themselves that far away from the bridge doing work, we've got really big issues all
around.

WRC does not object to NCDOT replacing this bridge with a culvert. However, WRC recommends designing the
culvert to allow the maximum amount of daylighting practicable. Even if the size is not required for hydraulic
conveyance a taller culvert will allow more daylight which improves the utility of the culvert for wildlife passage
as well as providing a more natural system for aquatic passage. General recommendations for increasing
structure height are to provide a minimum of 10 ft. of vertical clearance or increase the height to the maximum
extent without having to raising the road grade.
Also, there is an EEP mitigation site located just downstream of this structure. It appears to be well outside of
the project area, but that should be confirmed.

Good morning everyone!
Please see the attached revised permit application and supplemental information. You may recall, this project
was originally submitted and approved in June as a bottomless culvert. However, the geotechnical
investigations showed that the location of the non - scourable rock was much lower than originally anticipated.
This necessitated the design change to a more standard 4 -sided culvert. NC DOT is aware that they will need to
provide additional stream mitigation for the proposed change. With the original submittal, the NC DOT provided
(via EEP), 70 LF of stream mitigation (see attached signed mitigation transfer form). Recent communication with
Beth Harmon (EEP) indicated that the EEP was willing to accept /provide an additional 70 LF of stream mitigation
for this project and has changed the status in the database from "issued" to "pending ".
