Dear Mr. Wakild:
The Neuse River Compliance Association is pleased to report that Carolina Water
Service(aka Utilities,Inc.)has been approved for membership in the Neuse River
Compliance Association effective January 01,2013. We originally notified the Division
of their pending application on August 30,2012 but action by the NRCA was delayed
because of the pending Special Order by Consent(SOC)requested by CWS. The revised
SOC (dated 10/03/12)is agreeable with the NRCA. The NRCA requests the inclusion of
CWS,NPDES Permit#NC0033111 in the NRCA's permit effective January 01,2013 as
a co-permittee.
The NRCA is also in agreement with the transfer of 2,445 estuary lbs. of total nitrogen to
the City of Raleigh from South Granville Water and Sewer Authority(reserve allocation).
The NRCA requests the Division amend the NRCA's permit to reflect this transaction
effective January, 01,2013.
