Access road for Gildan Yams off of Heilig Road- SAW-2014-00620 and NCDWR # 2014-0928
Mr. Thomas and Ms. Homewood,
On August 29, 2014, the US Army Corps of Engineers issued a 404 Nationwide 14 for
construction of the Gildan access road in Rowan County. Also, on September 9, 2014,
NCDENR-Division of Water Resources (DWR) issued a 401 General Certification 3886 with additional
conditions for construction of the Gildan access road. The Town of Granite Quarry
will be taking over maintenance of the road and thus, the 404 and 401 permitting responsibilities.
Please accept this letter as our formal request to transfer the 404 and 401 permits to the Town of Granite Quarry.

Rowan County.
Please note that minor modifications to the plans have taken place. NCDOT has requested that we used three RCP
pipes rather than one arched pipe. The revised plans at crossing/impact #1 are attached. Permanent impacts have
decreased while temporary impacts have increased. The permanent impacts decreased because a headwall was
required. The new temporary impacts were required for pipe installation.

Additionally, NCDWR has placed conditions in the 401 that are no longer applicable. They are listed below
and request is hereby made for the proposed modifications.
Proiect Specific Condition #3- We propose that BREC, PA, the authorized agent, will conduct the pre-construction
meeting and NCDWR and the DEO will be invited.
General Condition #7 — We propose to adhere to standard NCDEMLR BMP's rather than NCDOT BMP's.
Finally, Compensatory mitigation was required for this project by the USACE because this was an NCDOT
project. Since the ownership of this project is now the Town of Granite Quarry, we request that mitigation no
longer be required and that credits be transferred back to NCDOT.

On August 29, 2014, the U� Army Corps of Engineers issued a 404 Nationwi�e 14 for

requests that the 404 and 401 permits be transferretl firom NCDOT to the Tawn of Granite
Quarry. NCDOT also understands that the NPDES permitting requirements associated
with the construction and post construction_stormwater wil__I no lo�er be the

responsibility of the NCDOT. NCDQT will be constructing the road for the Town of
Granite Quarry, but will not be responsible far maintenance of the roac�, If you have any
