The impacts are necessary to repair failed stormwater management infrastructure and stabilize erosion potentially contributing to turbidity benchmark exceedances observed under the PTIA National Pollutant Discharge Elimination System ( NPDES) Permit (NCS000508). Six locations (Sites #1 through #6) were identified in need of repair or stabilization (Drawing PL -1, attached) in the Brush Creek sub - basin. Site #1 is collapsed pipe, slope failure, and erosion at NPDES Stormwater Discharge Outfall (SDO) 023, discharging to an unnamed tributary to Brush Creek (Drawing GL -1); Site #2 is a collapsed concrete channel discharging to Brush Creek (Drawing GL -2); Site #3 is significantly eroded channel downstream from SDO 030 (Drawing GL- 3A -3E); Site #4 is eroded outfall at SDO 033 (Drawing GL -4); Site #5 is sinkhole and slope failure upstream from an unmonitored SDO (Drawing GL -5); and Site #6 is a section of failed riprap channel (Drawing GL -6). Approximately 5,984 square feet Jordan Buffer at Site #1 (Drawing SB -1) and Site #2 (Drawing SB -2), currently existing as eroding slope / failed stormwater management infrastructure, will be impacted by repairing the facilities, re- grading, and re- vegetating to restore ground cover to match adjacent topography. Approximately 364 linear feet of stormwater discharge channel banks (Site #3, Drawings SB -3.1- 3.3) are proposed to be stabilized using natural channel design principals to the extent practical. This discharge channel is not depicted on the USGS 7.5' Topographic quadrangle or the NRCS Guilford County Soil Survey (maps attached), but has eroded a deep ravine since the SDO was constructed. Temporary construction impacts will be minimized through implementation of a stringent erosion control schedule and the use of Best Management Practices (BMPs). The contractor will be required to follow contract specifications pertaining to erosion control measures as outlined in the attached drawings. Prior to the commencement of construction, a Sedimentation and Erosion Control Plan for the project will be submitted to NCDENR and PTAA will obtain a Sedimentation and Erosion Control Permit and accompanying NPDES Construction Permit, as needed. Potential impacts to surface water quality from the stormwater infrastructure repairs will be effectively mitigated through adherence to the approved Sedimentation and Erosion Control Plan. The applicant will adhere to applicable criteria of USACE Nationwide Permit 13, USACE Nationwide Permit General Conditions, Final Regional Conditions for Nationwide Permits in the Wilmington District, and DWR General Certification Conditions for WQC #3885.
