Dear Mr. Cockinos:
The Technical Support Branch has completed its assessment of the remaining Wilkes
County Schools, Mt. View and Traphill Elementary Schools. Mt. View Elementary should
receive secondary limits if the discharge is relocated to either "Site 1" on Hay Meadow
Creek or "Site 2" on the unnamed tributary of Mulberry Creek. Hay Meadow Creek will
provide greater dilution. Traphill Elementary should receive secondary limits if the
discharge is relocated to Little Sandy Creek at SR 1002 which is your "Site 2".
In summary, Mt. View and Traphill schools should be relocated as suggested above.
Roaring River Elementary School should be relocated to the Yadkin River below Roaring
River. Miller Creek Elementary should be upgraded to meet its existing limits for the
Reddies River site. Prior to any relocation of a discharge point, a permit modification must
be obtained.
The above limits are speculative and are for use in an engineering review of discharge
alternatives. If you have any questions regarding the above recommendations, please call

NPDES Permit Nos. NC00046396, NC0046426, NC0046418.
Wilkes County
NPDES Permits were recently reissued for three Wilkes County schools:
C.B. Eller Elementary School, Traphill Elementary School, and Mt.
View Elementary School. The first two permits (C.B. Eller, and
Traphill) each contained chronic toxicity testing requirements for
ammonia toxicity. However, no toxicity tests were recommended by
Technical Support (see attached Wasteload Allocation forms). Please
drop the toxicity testing requirements from the above
referenced permits.
Mt. View Elementary does not discharge to its permitted site. In
1980, the school received secondary limits in exchange for rerouting
the discharge below the pond at the headwaters of Mulberry Creek.
The discharge was not relocated as requested. The County now plans
to relocate the discharge as part of the SOC. As the SOC supercedes
the NPDES permit until 1994, no changes in the existing permit are -
necessary. A permit modification to allow for a new discharge site
is expected before 1994.

By this letter the Wilkes County Board of Education is requesting a change in
the draft permit for the above referenced facility.
I believe the quarterly chronic toxicity parameter should be omitted from the
final permit.
This parameter is only to be monitored for a portion of the permits effective
dates.
The final year of the permit requires that ammonia nitrogen (NH3) concentration
be reduced to 1 mg/1.
Whether or not our effluent would be considered toxic by this analysis, our
ultimate goal would be to reduce NH3 to the final limit of 1 mg/1.
Based on estimated cost of the chronic toxicity analysis, if this facility
could not pass this analysis the Board of Education could be paying out $7500
during the next three years for lab analysis.
The results of the toxicity analysis would mean little to us since our concen-
tration would already be directed toward meeting the final effluent limit of
1 mg/l.

Another fact to be considered in making this request is that this school is
operating under a special order by consent agreement (SOC) (EMC WQ No. 89-74).
The SOC calls for compliance or cease discharge by December 31, 1992.
Preliminary engineering studies have already begun and we foresee no-fproblems
in meeting this deadline.
In summary I see no valid reason for conducting the chronic toxicity analysis
since we are already heavily committed in resolving this situation.
I have discussed this matter with David Russell of the Winston-Salem Regional
Office and he has indicated to me that he is in agreement with this request.

SUBJECT: Request for Wasteloads for Wilkes County Schools
Wilkes County
Find attached a letter from a consultant working with the
Wilkes County Schools. The consultant is requesting wasteloads
for the potential relocation of discharge points. All four (4)
of the schools are covered in a recently issued SOC.
The consultant needs to know the required limits at a
potential discharge point in order to make a determination of the
cost effective method to achieve compliance either by continuing
to discharge or constructing a non -discharge disposal system.
Information is needed only for potential discharge points
for Traphill Elementary and Mount View Elementary. The proposed
discharge into the Yadkin River for Roaring River Elementary
would receive 30-30 limits. Likewise, Miller's Creek Elementary
has received 30-30 limits at the school's existing discharge
point.

Please calculate the limits for Traphill and Mount View.
For Traphill, start with point number 1, should that location
receive 30-30 limits, do not calculate the other two points. All
locations at the junction of two (2) streams should have the
discharge just downstream of the junction. The flow for Mount
View is 0.01 mgd and 0.0045 for Roaring River Elementary.
Your help in this matter would be appreciated. If you need
additional information, please call.

CHRONIC TOXICITY TESTING REQUIREMENT (QRTRLY)
The effluent discharge shall at no time exhibit chronic toxicity in any two consecutive toxicity tests,
using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic
Bioassay Procedure - Revised *June 1988) or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or
significant mortality is '1 % (defined as treatment two in the North C rolina procedure
document). The permit holder shall perform quarterly monitoring using this procedure to establish
compliance with the permit condition. The first test will be performed after thirty days from
issuance of this permit during the months of J1.W , s EP I l)E C 1N11�2 . Effluent
sampling for this testing shall be performed at the NPDES permitted final effluent discharge below
all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter
code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address:

Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly
monitoring will begin immediately until such time that a single test is passed. Upon passing, this
monthly test requirement will revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina
Division of Environmental Management indicate potential impacts to the receivint stream, this
permit may be re -opened and modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum
control organism survival and appropriate environmental controls, shall constitute an invalid test
and will require immediate retesting(within 30 days of initial monitoring event). Failure to submit
suitable test results will constitute noncompliance with monitoring requirements.

Dear Mr. Lenderman:
Chlorine, a widely used wastewater disinfectant for the
treatment of coliform organisms, often remains instream in residual
amounts that may prove to be toxic under critical low stream flow
conditions. In the last decade, EPA assessed the potential adverse
effects of chlorine to the aquatic environment and has taken steps to
reduce the impacts through the development of federal criteria. In
1986, EPA recommended that all states have a chlorine standard by
their next triennial review of water quality standards.
In revising its water quality standards in 1989, North Carolina
developed an action level for chlorine of 17 ug/1 (freshwater classes
only). In addition, the fecal coliform limit was reduced from 1000
colonies/100 ml to 200 colonies/ 100 mi. Under a new DEM procedure,
dechiorination and chlorine limits are now recommended for all new or
expanding dischargers proposing the use of chlorine for effluent
disinfection. The Division is reviewing chlorine levels from all
existing dischargers as part of their NPDES permit renewal process.
Our records indicate that chlorine from your. facility's effluent
discharge is considered toxic to the receiving stream under low flow
conditions, i.e., the amount of chlorine discharged causes a
violation of the instream action level for chlorine (17 ug/1) under
7Q10 conditions (the lowest average daily flow for seven (7)
consecutive days during a ten (10) year period). Action should be
taken to reduce the effluent concentration of chlorine to an
acceptable level. Based on your facility's instream waste
concentration of 100%, an acceptable level of chlorine in your
effluent is 17 ug/1 or 0.017 mg/l. If this level is not feasible,
you should consider dechiorination or alternate methods of
disinfection for your facility to ensure that both chlorine and
bacterial limits are met. In addition, if your facility plans to
undertake any phase of construction, dechiorination or alternate
disinfection should be included. However, please note that an
authorization to construct must be obtained from this Division prior
to any alteration to your treatment plant.

The Division is currently reviewing its water quality
regulations pertaining to chlorine. In the future, effluent limits
and/or dechlorination may be required of existing facility's with
chlorine problems. If the chlorine levels in your facility's
effluent remain unchanged, a chlorine limit or a whole effluent
toxicity testing requirement may be added to your permit limitations.
