Subject: Close -Out of Newell Farm Stream and Wetland Mitigation Site

This letter is in reference to the Newell Farm Stream and Wetland Mitigation Site that was
constructed by Wake Stone Corporation and is proposed to offset an estimated 2,058 linear feet of
impacts to stream channel and 6.28 acres of wetlands associated with expansion of Wake Stone's
Nash County Quarry. This mitigation is required as a condition of the Division of Water
Resources' (DWR) issuance of DWR# 2006 -0274. The project site consists of approximately 28
acres and is located southeast of the Town of Warrenton on the west side of SR 1001 in Warren
County in the Tar - Pamlico River Basin.
On December 11, 2014, Cherri Smith with the NC Division of Water Resources met on site with
Jean Gibby with the U.S. Army Corps of Engineers and representatives from Wake Stone and Soil
& Environmental Consultants (S &EC) to review this mitigation site and the five year monitoring
report prepared by S &EC dated September 2014. Based on the review of the information provided
in the monitoring report and the site inspection, the DWR has determined that all of the stream and
wetland mitigation requirements of DWR# 2006 -0274 have been met and no further monitoring is
required.
