RE Project Narrative
206 Sunnyvale RD, Wilmington, NC
Dear Ms Burdette
Geothermal, Environmental,
& Well Drilling
On behalf of Clayton Homes, Applied Resources Management, P C is providing you with a project
narrative for the above referenced site
The project is located at 206 Sunnyvale Road in New Hanover County The property is
approximately 0 61 acre In order to construct a driveway for the setup of a manufactured home, fill
material will be needed in a very small portion of the noted wetlands, therefore the use of a
Nationwide Permit 18 is being sought
The proposed project consists of construction of a driveway across a small wetland area to access
an area of uplands where a home is to be located The wetland area extends to within fifteen feet of
the property line, however, in order to get the home on the uplands, a driveway area of
approximately twenty -four feet is needed Therefore, an extremely minimal impact is necessary to
access the upland area
The impact is expected to be approximately 0 005 acres This wetland impact has been minimized
by keeping the driveway area next to the property line and using only what is needed for installation
of the home Furthermore, fill is only being proposed for driveway /access purposes only
If you have any questions or require any additional information, please feel free to contact me at
(910) 270 -2919
Sincerely,
Gene Young, REHS

A wetland that is adjacent to but that does not directly abut an RPW i equn es a significant nexus evaluation Corps districts and
EPA regions skill include in the record any available information that documents the existence of a significant nexus between a
relatively permanent ti ibutai v that is not perennial (and its adjacent Ni etlands if any) and a t► adit►onal navigable water, even
though a significant nexus finding is not required as a matter of law.
If the Nvatei body° is not an RPW, or a Ni etland du ectly abutting an RPW, a JD ii ill i equn a additional data to determine if the
waterbody has a significant nexus with a TNNN'. If the tributary has adjacent wetlands, the significant nexus evaluation must
consider the tributai y in combination Ni ith all of its adjacent wetlands This significant nexus evaluation that combines, for

the ti ibutary, or its adjacent wetlands, or both If the JD covers a tributary pith adjacent N% etlands, complete Section III B 1 for
the tributary, Section Ill B.2 for any onsite NN etlands, and Section III.B 3 for all NN etlands adjacent to that ti ibutai both onsite

C SIGNIFICANT NEXLS DETERIIIINATION
A significant nexus analysis «ill assess the flow characteiistics and functions of the tributary itself and the functions performed
by any i etlands adjacent to the tributary to deter mine if they significantly affect the chemical, physical, and biological integrity
of a TNW. For each of the follwi trig situations, a significant nexus exists if the tributary, in combination mirth all of its adjacent
ni etlands. has more than a speculative or insubstantial effect oil the chemical, physical and/or biological integi ity of a TNW
Considei ations v hen evaluating significant nexus include, but are not limited to the r ohrme, duration, and frequency of the flonti
of Hater in the ti ibutary and its proximity to a TNN11, and the functions perfoi need by the tiibutary and all its adjacent
ii etlands. It is not appropriate to determine significant nexus based solely on any specific threshold of distance (e g betni eel] a
tributary= and its adjacent Ni etiand or bet«een a tributaiy and the TNR). Similai ly, the fact an adjacent «etiand lies within or
outside of a floodplain is not solely determinative of significant nexus
Draw connections betneen the featuies documented and the effects on the TNW, as identified in the Rapanos Guidance and
discussed in the Insti uctional Guidebook Factors to consider include, for example
• Does the t ibutary, in combination with its adjacent wetlands (if any), have the capacity to carry pollutants or flood watei s to
TNWs, or to i educe the amount of pollutants or flood waters reaching a TNW'?
• Does the ti ibutary, in combination with its adjacent wetlands (if any), provide habitat and lifecycle suppoi t functions for fish and
other species, such as feeding, nesting, spawning, of rearing young for species that aie present in the TNW?
• Does the tributary, in combination with its adjacent wetlands (if any), have the capacity to transfer nutlients and oiganu, carbon that
support downsti earn foodwebs?
• Does the tributary, in combination with its adjacent wetlands (if any), have other relationships to the physical, chemical, or
biological integrity of the TNW?
Note: the above list of considerations is not inclusive and other functions observed or known to occur should be documented
