This is usually a copy of the certified letter sent. If the activity will only occur only on the easement or right of way then the gas company will be the responsible party From your initial project design it appeared that work may be done on the easement and on the neighboring property. In that case we would include the property owner. However, After the on -site meeting it sounded like you will be staying in the easement right of way so we would issue the 401 to the gas company.
