Dear Mr. Sewell:
On August 2, 1996, the Division of Water Quality issued NPDES Permit No. NC0046892 to
Shell Oil. A review of the permit file has indicated that a clarification in the permit is required.
Accordingly, we are forwarding herewith modifications to the subject permit to make this clarification.
This permit modification is to the 002 effluent limitations page. The modification clarifies the amount of
treated groundwater and truck loading rack stormwater the facility is permitted to discharge and method
of discharge that the facility shall utilize.
Enclosed please find the modified effluent limitations/monitoring requirements page for outfall
002. This page should be inserted into your permit, replacing the old effluent page, which should be
discarded. This permit modification is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S.
Environmental Protection Agency dated December 6, 1983.
Please take notice that this permit is not transferable. Part II, E.4. addresses the requirements to
be followed in case of change in ownership or control of this discharge. This permit does not affect the
legal requirement to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal
or Local governmental permit that may be required. If you have any questions concerning this permit,

A. (). EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS Permit No. NC0046892
During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge from
outfall(s) serial number 002 - treated groundwater and truck loading rack stormwater. These waters will pass through an approved
treatment system prior to discharge. Such discharges shall be limited and monitored by the Permittee as specified below:

1 Flow shall be limited to intermittent discharges of 24 hours or less, twice per month, NOT to exceed 0.864 MG per discharge. Flow shall be
monitored continuously during each discharge. Flow shall be released in such a way that erosion is minimized and no discharge of sediments that
may have collected in the bottom of tanks is released.
2 The grab sample for oil and grease should be skimmed from the surface in a quiescent zone, such as the clarification tank.
3 If no Lead is detected during the first eight sampling events, then Lead monitoring is no longer required and may be discontinued for the remainder
of the permit term.
4 Acute Toxicity (Fathead Minnow) P/F at 90%; February, May, August, November, See Part III, Condition F.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
