Surface -Water Pollution Control System Update
Dear Mr. Poupart:
Motiva Enterprises LLC (Motiva) owns and operates the Charlotte South Terminal. This terminal is
covered under NPDES Permit No. NC0046892 which will expire on June 30, 2015. The purpose of
this letter is to follow the telephone conversation between you and Marco A. Zarate, Terminal
Environmental Support person, regarding Motiva's plans to upgrade the existing oil -water separator
(OWS). This upgrade will continue allowing the terminal to capture wastewater from the truck -
loading rack area, which is currently included in the Supplement to Permit Cover Sheet of the above
NPDES permit.
Per your request, Motiva is providing the following information regarding the new oil -water
separator for your NPDES unit's consideration in order to update the corresponding cover sheet for
the terminal. Per our conversation, we understand that no other information and/or forms need to be
submitted to the Division of Water Quality, and that Motiva can proceed with construction of the
new OWS.
Description of New Oil -Water separator
The new oil -water separator will be installed in the vicinity of the existing oil -water separator by
Tank 10. The existing loading rack drain line will be connected to the new OWS. The water side
pump discharge from the new OWS will be piped to the existing Tank 6 which can be drained into
the terminal dike area via an existing 2" underground line. The oil side pump discharge from the new
OWS will be connected to the existing Tank 90 (Transmix Tank). The capacity of the new OWS is
1,500 gallons. The existing oil -water separator and unused piping to Tank 6 and 90 will be
demolished/dismantled after installation of new OWS. P @ M a Vr,
