The classification of the tributary to Benaga Creek is incorrect on the previous staff report however. The correct classification is "C-NSW". Additionally, the WSRO does not see a need to have two sets of limits pages based on anticipated flow volumes. The flow should be limited throughout the year at 0.020 MGD unless there is some advantage provided to the permittee in sampling or limits. Facility and Address: Western N.C. Conference Center - Pentecostal Holiness Church located at 7545 Highway 29 North, Greensboro, N.C. Mailing Address: Rev. Directions to Site: From the Junction of US 29 North and NC 150 go north on US 29 approximately .5 mile and the Conference Center is on the left (west) at 7545 Highway 29 north. 6. Discharge Point - Latitude: 36° 13' 45" Longitude: 79° 41' 30" Attach a USGS Map Extract and indicated treatment plant site and discharge point on map. USGS Quad No. C2ONW or USGS Quad Name Browns Summit 7. Size (land available for expansion and upgrading): Approximately 100 acres. Adequate for expansion as may be needed. 8. Topography (relationship to flood plain included): In and around the WWTP the land has been graded to suit the plant and the discharge line. Not in a flood plain - slope varies from 2% to 10%. Receiving stream or affected surface waters: The discharge enters a small U.T. to Beneja Creek. a. Classification: WS III, NSW b. River Basin and Subbasin No.: Cape Fear; 03-06-01 c. Describe receiving stream features and pertinent downstream uses: The receiving stream always has had flow during CEI's and CSI's since 1985. Downstream the stream flows through rural underdeveloped areas. Per the USGS map much of the downstream is swampy. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Type of wastewater: 100% Domestic 0% Industrial a. Volume of Wastewater: 1. June 1 through August 31, Monthly Average is .020 MGD 2. September 1 through May 31, Monthly Average is .004 MGD b. Type of treatment (specify whether proposed or existing): Collection system, splitter box, bar screen, dual (parallel) aeration tanks, dual (parallel) clarifiers, tertiary filters (2), tablet chlorination, C1 contact chamber, rectangular wier/water supply meter, and discharge line. SIC Code(s) 7033 and 8661 Wastewater Code(s) 13 This is a meeting and conference center and facilities include a camping area and group homes on the site and a large meeting hall plus a cafeteria. PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grants Funds (municipals only)? N/A 2. Special monitoring requests: Phosphorous monitoring 3. Additional effluent limits requests: None 4. Other: This facility has wide swings in use and for years the off season flows have been reported at less than 500 GPD. Based upon a recent study of levels of usage, the facility's flows appear to be changing so that the off-season flows will be higher (.004 MGD from September 1 through May 31) and the high -use season flows will drop (.020 MGD from June 1 through August 31). The receiving stream, though fairly small, has always had a flow when on -site inspections have been made since 1985. PART IV - EVALUATION AND RECOMMENDATIONS The WSRO recommends that the Permit be re -issued in accordance with current DEM policy and include the seasonal flows requested.
