A copy of this letter and revised site plan has also been provided directly to Ms. Joanne Steenhuis in the Wilmington Field Office. During the initial environmental fieldwork, surveying and Corps site review, the offsite connection of the two ditches extending from the northwestern properly boundary had been severed by the construction of an offsite fill road. It was recently discovered that culverts had been installed under the road after the initial fieldwork, which has reconnected the ditches and restored the flow of the runoff onto the proposed project. In order to maintain the existing flow of offsite runoff, the site plan has been revised to redirect offsite runoff through a pipe along the rear of lots 24 through 28, and into a pipe running between lots 27 and 28 which will discharge into the onsite wetlands. This design will maintain existing drainage patterns and prevent runoff from backing up on adjacent properties. In order to prevent erosion and downstream sedimentation, rip rap will be placed at the end of the discharge pipe to dissipate the energy of the outflow. The placement of the rip rap at the end of the culvert will result in an additiona10.011 acres of impacts to jurisdictional wetlands in addition to the 0.128 acres of wetland impacts proposed in the original application. The current request is for 0.139 acres of impacts to jurisdictional wetlands (see the attached plans for details).
