Good afternoon Ms. Annino, Thank you for your review of the DENC Everett Road project. We received the following questions from you regarding the DWR 20220820 DENC Everette Road project on July 27. Please see our responses below in red and attached revised figure that aides in our responses. Please let me know if you need further clarification regarding the below. On June 15, 2022, the Division of Water Resources (Division) received your application requesting a 401 Water Quality Certification from the Division for the subject project. On July 8, 2022, the Division received the required fee. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Will condition 1.3 of GC 4244 be met during project activities? a. Condition 1.3 states: Construction Corridors in wetlands and/or across stream channels shall be minimized to the maximum extent practicable and shall not exceed 50 feet wide. For construction corridors in wetlands and across stream channels, stumps shall be grubbed only as needed to install the utility, and remaining stumps shall be cut off at grade level. The general stripping of topsoil within wetlands along the construction corridor is prohibited. The construction corridor has been minimized to the maximum extent practical that will still allow for the project to be safely constructed. The construction easement has been minimized to 50 feet within the area within and abutting the stream. This is shown on the attached figure. 2. Will Condition 1.4 of GC 4244 be met after project activities? a. Condition 1.4 states: Permanent maintained access corridors in wetlands and across stream channels shall be restricted to the minimum width practicable and shall not exceed 30 feet wide. The permanent maintained easement has been minimized within the stream and abutting area to 30 feet. This is shown in the attached figure by the purple dashed line. 3. There is a detail for boulder toe protection on sheet 8. Please show where the boulder toe protection is proposed on the plan and profile sheet (sheet 5) and indicate the proposed length in linear feet. The toe boulder protection location has been called out on the plan and is proposed as needed in the field to aide in permanent stabilization. The current design prescribes 5 feet and is depicted as a dark green line in the outer bend of the stream (northern most bend and southern most bend within the construction corridor).
