Osborne WWTP NPDES Permit No. NC0047384 The City of Greensboro has been conducting effluent monitoring for 1,4-dioxane since December 2017 as part of the Division's investigation into sources of this compound. Compliance with a set limit may or may not be technologically feasible and it appears most of the reductions will have to be achieved at the industrial source. As a result, the Division has developed a Management Strategy for emerging compounds to seek reductions through Municipal pretreatment programs by requiring industrial users to reduce, treat, or eliminate discharges of these compounds. This process is expected to take time given that these compounds have been used and discharged for years as unregulated compounds. The goal will be to seek reductions that will result in Water Supply stream concentrations below EPA recommended health advisories and for Permittees to eventually attain or comply with any NC state criteria or standards adopted by the state. At this time the Division is requesting the City provide their corrective action plan for locating and reducing sources of 1,4-dioxane. If you have already taken measures outline any past activities, the outcomes from those activities and any future plans. Please submit your plan to the PERCS Branch by September 23, 2019.
