As I stated in our recent phone conversation, we are pleased to inform you that the
above referenced facilities have been completed.
Per your letter to Arthur White dated February 25, 1998 (copy attached), this increases
the treatment capacity of the T.Z. Osborne Plant to 22 mgd.
I hereby certify that to the best of my information and belief, construction of the
treatment plant additions referenced above has been completed in substantial
compliance with approved plans, specifications, addenda, change orders, and field
orders, and is operating according to design criteria.

Reference is made to our telephone conservation of November 2, 1998,
concerning the subject . Due to current drought conditions being experienced,
You requestedCity that the of Greensboro be allowed to use the treated

effluent from the T. Z. Osborne Wastewater Treatment Facility for dust control
associated with construction activities and for landscape watering on site at the
facility.
Upon consultation with our central office staff, it is the opinion of the Division
that such usage would be beneficial to the environment and permission is hereby
granted. You need to assure that tanks used for conveyance of the treated
wastewater be properly marked and that all applicable health precautions be
