Please find attached the revised engineering plans which provide the information requested in Item #1
below. The plans revisions detail a segmental block cofferdam system to divert a significant portion of flow
away from the working section of the crossing. Turbidity monitoring has been included as a means to adhere
to surface water quality standards. Please confirm receipt of this email and let me know if you have any
immediate questions as this project is still pursuing completion by October 15, 2022.

On August 1, 2022, the Division of Water Resources (Division) received your application requesting a 401 Water Quality
Certification from the Division for the subject project. The Division has determined that your application is incomplete
and cannot be processed. The application is on -hold until all of the following information is received:
1. Please provide more details regarding avoidance and minimization of in -stream impacts to install the articulated
block concrete mat for this project. Please discuss how flows will be diverted / pumped around in -stream work
areas. This information should be included in your construction sequence and on the plan/profile sheet within
the plan set. [15A NCAC 02H .0506(b)(1)]
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the
proper consideration of the application. Please provide your response by October 14, 2022. If all of the requested
information is not received, the Division will be unable to approve the application and it will be denied as incomplete.
The denial of this project will necessitate reapplication to the Division for approval, including a complete application
package and the appropriate fee.
