Britt,
I have some questions, please see below. Let me know if you would like to discuss.
On September 7, 2022, the Division of Water Resources (Division) received your application requesting a 401 Water
Quality Certification from the Division for the subject project. The required fee was received on September 14, 2022.
The Division has determined that your application is incomplete and cannot be processed. The application is on -hold
until all of the following information is received:
As indicated under Item C.3.g (Page 13) of the USACE PCN Complete Help File "The stream impact length should
be measured along the centerline of the stream. When proposing a culvert, the impact length is generally greater
than the length of the culvert and associated dissipater since the existing stream usually has some sinuosity
(curvature)." Please verify or correct the stream impact length as indicated on the PCN form. Please provide
updated drawings and application materials (including Table of Impacts in the PCN form) that properly show the
length of impacts to the jurisdictional stream. [15A NCAC 02H .0502(a) and (a)(9) and (c)]
o The Impact Map Figure 5.0 shows the stream that was filled was 160 LF. Please update the PCN Impact
Table to reflect the length of impacted stream to 160 LF.
• Please discuss how the stream bed and banks will be stabilized after the 20 LF temporary culvert is removed and
the stream channel is restored to original grade.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the
proper consideration of the application. Please provide your response by November 25, 2022. If all of the requested
information is not received, the Division will be unable to approve the application and it will be denied as incomplete.
The denial of this project will necessitate reapplication to the Division for approval, including a complete application
package and the appropriate fee.

Good Afternoon,
The attached "After -The -Fact" Pre -Construction Notification (PCN) is being submitted on behalf of Michael D. and
Deborah N. Crawford. The project site consists of +/- 16.06 located at 355 Johnson Drive, Canton, in Haywood County,
North Carolina. The applicant is seeking a Nationwide Permit 39 for the authorization of a stream and wetland impact
associated with recent clearing and grading activities for wedding venue parking.
