Dear Sir,
The City of Thomasville operates the Hamby Creek Wastewater Treatment Plant under
its NPDES Permit No. NC 0024112 and the Water Treatment Plant with an additional
NPDES Permit No. NC0088200. In order to meet the requirements of our permits, the
City submits monthly Discharge Monitoring Reports (DMR) to the North Carolina
Division of Water Resources. On March 1, 2005, the City's Responsible Official, the
City Manager, then Roger Bryant, authorized the certification of the City of Thomasville
Hamby Creek DMR by the person in position of Wastewater Plant Superintendent. With
the changes necessary to meet the requirements of eDMR, Thomasville finds it necessary
to change the signatory authority of our NPDES permits. Therefore, under the provisions
of the North Carolina Administrative Code 15A NCAC 2B.0506(b)(2)(D), the City
would like to authorize signatory authority for certification of the DMR's, and thus
submittal of eDMR's to the persons listed below.
