On November 1, 2022, Dorothy M Robson of the Raleigh Regional Office reviewed the 2021 Land
Application Annual Report for permit WQ0038580. The report was received February 28, 2022. The report
was prepared by EMA Resources.
According to the report, the Town of Hillsborough WTF processed a total of 138.65 dry tons of Class A
biosolids for distribution on 61.98 acres. The biosolids were dispersed for agricultural utilization.
The facility also analyzed the residuals for non -hazardous constituents, metals, and nutrients, as
stipulated in the July 23, 2020 permit. Since water treatment facilities are not required, pathogen and
vector attraction reductions were not analyzed. There were no significant issues or findings noted in the
report review and therefore, a response to this review is not required. If you should have any questions,
