The PCN is being submitted as a notification on behalf of the Martin County Airport and the design engineers, W.K. Dickson & Co., Inc. The Martin County is a publicly -owned, public -use airport that serves the general aviation community and many commercial businesses that depend upon air transport. The airport currently has a waiting list for hangar space and is in need of additional T-Hangars. To address the public need for additional hangar space, the project includes construction of ten individual hangar bays on the north side of the existing T- Hangar building. Access will be provided by construction of a taxilane and apron connecting to existing taxiway infrastructure. The taxiway is under construction. Construction of the T-Hangar expansion will provide 10 individual hangar spaces, will address the waiting list, and provide safe access to the taxiway and runway. This project will consist of 3 construction phases: Taxilane, Apron/parking area, and T-Hangar expansion. The first phase will be construction of the taxilane that will provide access to the north side of a 10-unit T-Hangar building and preparation of the building site. The second phase will be construction of an apron that will provide locations for two (2) future 60'x60' hangars. The third phase will be construction of the additional T-Hangars. Within the study area is a small, depressional, wetland of 0.15 acres without an apparent surface connection to the drainage network. The wetland is mostly herbaceous with small shrubs and saplings that are removed occasionally to prevent overgrowth of trees and to limit wildlife habitat near the runway. The wetland is anticipated to be filled, resulting in a permanent loss of this wetland and require compensatory mitigation. An In -Lieu Fee compensatory request has been sent to the Division of Mitigation Services.
