To further assist you in your review of this project, we offer the following information: The Port requests permit to drag a beam in order to achieve a depth in order to be able to accommodate the PCS vessel Aurora that is due Wednesday, Dec 10th. Depths are currently 29 -30', and a 32 +1' depth is required. The vessel will draft 297. The size of the work area is approximately 700'x 80', with all work to occur outside of the Federally maintained channel (this project is being coordinated internally with Ops/Nav). Attached is the recent Corps survey with the approximate limits of the Port's request. The Port Authority has an open CAMA permit (attached) for hydraulic dredging for the subject area however they do not have authorization for bed levelling /sled dredging in this area. Please note that we appreciate your expedited review of this project, in anticipation of the vessel arrival on 12/10/14. If additional information is received, it will be forwarded immediately. A public notice for SAW - 2014 -01176 (Paul Mounts dock) was sent in error. Please send the subject project documentation ASAP and I can provide a response to you by COB today. I would like more than just an elevation map in order to give this activity proper confirmation and clearance to proceed. Understand time is an issue here so I am giving this my highest priority for today. The attached notice requests federal agency comments on this project by January 5, 2014. However, the applicant is describing this situation as an emergency. Please provide your comments to me as soon as you can. Please copy me, Dale Beter and Tyler Crumbley on all emails concerning this project. There emails are listed above. The North Carolina State Ports Authority ( NCSPA) proposes to dredge, with a bed leveling beam, at a berth located within the Morehead City Port at Radio Island, in Beaufort, Carteret County, North Carolina. The NCSPA recently became aware that the berth was too shallow to accommodate large vessels. A large vessel will be using the berth next Wednesday, December 10, and the NCSPA proposes to dredge approximately 4,000 cubic yards of material from a 7000'x 80' area. The project area will need to be dredged by December 9th in order to accommodate the vessel. The dredged material will disperse within the water body near the project area. The project area is immediately adjacent to a federal channel and we are currently coordinating with the Corps Navigation Branch concerning the potential affects to the navigation channel. The project area is currently permitted for hydraulic dredging and the disposal of the dredged material at an offshore disposal area. The applicant is not able to use any other type of dredging method because there are no other dredges available over the next few days. Attached are maps of the project area. The project is located at the following coordinates: 34.714662, - 76.691554. This notice initiates the Essential Fish Habitat (EFH) consultation requirements of the Magnuson- Stevens Fishery Conservation and Management Act. The Corps' initial determination is that the proposed project will adversely affect EFH or associated fisheries managed by the South Atlantic or Mid Atlantic Fishery Management Councils or the National Marine Fisheries Service. The Corps has coordinated with the NMFS concerning this project. NMFS offered EFH Conservation Recommendations that include dredging only during falling tides. This EFH Conservation Recommendation would be incorporated as a condition of our DA authorization. The Corps has reviewed the project area, examined all information provided by the applicant and consulted the latest North Carolina Natural Heritage Database. Based on available information, the Corps has determined that the project may affect but is not likely to adversely affect the West Indian manatee. The use of the Manatee Guidelines will be required as a result of this project. The project will not affect any other species listed as threatened or endangered or their critical habitat formally designated pursuant to the Endangered Species Act of 1973 (ESA) within the project area. Pursuant to Section 106 of the National Historic Preservation Act (NHPA) of 1966, Appendix C of 33 CFR Part 325, and the 2005 Revised Interim Guidance for Implementing Appendix C, the District Engineer consulted district files and records and the latest published version of the National Register of Historic Places and initially determines that no historic properties, nor properties eligible for inclusion in the National Register, are present within the Corps' permit area: therefore, there will be no historic properties affected.
