Dear Mr. Rinker:
On October 30, 2014, the Division of Water Resources (DWR) received a Year 4 Monitoring
Report for the subject site from McAdams Company on behalf of Environmental Banc & Exchange,
LLC (EBX). Overall, the site appears to be doing very well and is meeting the success criteria.
According to the UMBI signed on February 10, 2012, the following Project Milestones have been
met, and the corresponding credits shall be released

the above-referenced tract and 5% of your nitrogen nutrient offset credits (0.05 x 2,977.63 lbs-N =
148.88 lb-N) are now available for sale. Also, 5% of your phosphorous nutrient offset credits (0.05
x 191.78 lb-P = 9.59 lb-P) are now available for sale. Please update your credit ledgers
accordingly.
Please note that nutrient offset credits generated at this site must be used for impacts in the
HUC 03020201 of the Upper and Lower Falls Watersheds, as defined in 15A NCAC 02B.0276
within the Neuse River Basin.
