Hi colleen,
My apologies for delay in response, i believe my outlook email did not send earlier this week so sending again please
advise when received
1. In efforts of building a boat slip and boathouse as required by the rules of the LRPOA the structure cannot
extend any further than 10ft into the water from the shoreline. Therefore we must always dig into the land at
lake royale to have an adequate boat slip of approximately 22 feet to 24 feet. Yes the new residence will be
minimum of 50 feet from the new established shoreline as established by a licensed surveyor. We must remove
the 10 trees in order to dig and install the seawall/ bulkhead to create the boat slip and to install the boathouse
structure. In doing so trees in the vicinity of this boathouse and seawall will be removed and do to the damage
that may be caused during this process need to be removed now not later when they become a danger to the
new boathouse, new residence, or the neighbors property. In addition some of the existing trees have some
issue such as hollow or dying portions of the tree and they need to be removed now while we have the
equipment their and are making the disturbance or impacts to zone 1.
2. I have attached a revised impact plan and additional pictures of trees that were damaged in the hurricane in
early October that need removed during the installation of improvements.
3. The covered dock over water is to provide a usable area of dock and also for a second slip for jet skis and
personal watercraft. This is something installed on many water fronts at lake royale and again a rule of lake
royale to have dock over water not over land. Therefore we must create the double slip essentially and install
the dock over water.
4. The impacts to zone 1 will be minimized and will make every effort to minimize the impacts by use of machines
with minimum width and size to accomplish the seawall installation. The reality is when doing this work the
means and methods are to temporarily impact the waterfront almost 15ft landward and then re-establish with
new landscape and vegetation. The owner of the property I believe is making some valuable concessions in
keeping trees and vegetations outside of this work zone and no impacts will be made to the remaining
waterfront and buffer zones on the remaining acre of property. They only want to improve the minimal area to
stabilize their shoreline and have use of their waterfront and boat house near the new residence like many
others have here at lake royale.
5. The final walkway will be flag stone on crushed gravel fines and create an accessible walkway to the waterfront.
This is for accessibility to the new waterfront area from the new residence in the event of elderly or aging adults
to be able to use the boat house and dock areas. The walkway will be 4ft wide maximum and be installed at a
2% grade to meet NC accessibility code.

Hi Shaun,
My apologies for the delayed response. I've been swamped.
1. Please provide additional information to support the necessity of removing 10 trees and excavating 15 feet into
the existing shoreline for the boathouse. The photos appear to show nearby boats and docks that do not cut so
deeply into the shoreline or buffer. Additionally, please keep in mind that the buffer rules are in effect from the
top of bank, so if the top of bank is excavated landwards, the buffer will also move landwards. This might impact
the proposed home location.
2. Please show the location of the trees to be removed on the impact map.
3. It also appears that impacts could be further minimized by removing the covered dock portion of the boathouse
as it does not appear to be necessary.
4. The impact maps show a temporary access path to the boathouse, but it also has "seed/straw" for a large
portion of Zone 1. It appears that the vinyl seawall could be installed with less impact to the buffer.
5. It appears that the stone walkway is adding impervious surface to the buffer.
a. What is the width and length of the walkway?
b. Are trees being removed for the walkway?
c. What is the reasoning for using stone?
6. Please provide a copy of the Pre -Filing Meeting Request.

The easiest method is probably to withdraw the Buffer Authorization and resubmit as a Shoreline Stabilization
application: https://edocs.deq.nc.gov/Forms/Shoreline Stabilization
That will help ensure that our processing team sends out the fee request and sends the project out for public notice.
You'll need to make sure you fill out the agent information with your contact information as well.
Would you like to withdraw the Buffer Authorization? If so, please let me know, and I'll let our processing team know
to be on the lookout for a version 2 of this project.

Yes the intent was to request a 401 permit for impacts to the shoreline to construct a seawall, docks over water and
boat slip with boat house structure.
When submitting the system glitched and the impacts do not appear to have been entered correctly. If you want me
to revise and do the stabilization or however is the easiest way to resolve. Just let me know and we will do this
immediately upon your direction.

Good morning!
I see a Buffer Authorization Request for 683 Sagamore, Riley Waterfront in our system. However, the application
appears to also request impacts below the top of bank, which requires a 401 permit. Were you meaning to submit a
Shoreline Stabilization application? A Shoreline Stabilization application requests 401 and Buffer impacts in the same
application.
