Good morning,
We are reaching out in response to the notice of violation we received at our corporate office. I spoke with
Mr. Vincent with DEQ yesterday upon receipt of our notice. We had been working with him when our spill
initially happened along with City of Raleigh engineer Zachary Pool and Robin Herring city code inspector with
Raleigh water.
Mr. Vincent advised me that I could respond via email to your request. As I have pictures of the incident that I
can share for compliance purposes.
Unfortunately, we did experience a spill on our community right in front our leasing office. We noticed the
backup started from under our sidewalk in front of our office. We immediately reached out to our plumbers
Mandolin to come out and assist. They dug up the outside sidewalk and found and repaired a small portion of
the line. They sent a camera down the line and we found that a crack in the pipe inside one of our residential
units as well.
We relocated the resident and dug down about 6 feet to replace the line. When they got down to that line,
they found the problem was coming from the outside the line as well. We then found the outside line leading
to the building had collapsed and we replaced that line as well.
During the repair we installed a pump to divert the water from spilling into the parking lot and storm drain.
We reached out to APR restoration who assisted throughout the repair with cleanup. They spread lime
throughout the parking lot and affected areas. They disinfected the affected areas and disposed of all soiled
debris.
All spill was vacuumed out of the storm drain and the storm drain was disinfected. We also treated the ditch
leading to Crabtree creek to be on the safe side. However, we did not see and gray matter or sewage reach
the creek. Please see attached pictures.
Mr. Pool came out and completed a final city inspection and we received a notice of compliance from him. I
have attached this for your record as well.
Total cost for the repair was $28,360.12
Total cost for remediation/cleanup- $2,347.49
This was unfortunately and unforeseen repair. However, we will be working with our plumbers to closely
monitor our pipes. Camera lines more frequently to ensure they are in working order in hopes of preventing a
reoccurrence.

Dr., Raleigh, NC 27612 on September 19, 2022 and determined that it is now in compliance with the
City of Raleigh's Illicit Discharge Ordinance.
Please note that this notification does not excuse any future violations and follow-up investigations
may be conducted by City staff to ensure that you remain in compliance. We encourage you to
regularly check your property for potential stormwater pollution issues.
If you see stormwater pollution and would like the City to investigate, please do not hesitate to contact
