SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW DESCRIPTION OF RE VIEWACTIVITIES, RESULTS, AND corvcLusiorvsr HPOWeb reviewed on 9 March 2018 and yielded no one SL, four SS, and no NR, DE, or LD properties in the Area of Potential Effects (APE). Guilford County current GIS mapping, aerial photography, and tax information indicated a developed APE with predominantly commercial resources dating mostly to the 1980s-2010s (viewed 9 March 2018). The very few pre-1970 resources are unexceptional examples of their types. The previously recorded Stephen Davis House (GF0503-SL), Southern Railway Hunting Lodge (GF2029), Hunt House (GF1385), and Wes Smith -Cave House (GF1766) no longer stand. The Gallimore Dairy Road Remnant (GF4962) was found ineligible for the National Register in 2006, a finding that remains valid. Constructed in 2003, Bridge No. 153 is not eligible for the NR as it is neither aesthetically nor technologically significant. Google Maps "Street View" confirmed the absence of critical architectural and landscape resources in the APE (viewed 9 March 2018). No architectural survey is required for the project as currently defined. WHY THE• AVAILABLE INFORMATION PROVIDESA RELIABLE BASIS FOR REASONABLY PREDICTING THAT THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORICARCHITECTURAL OR LANDSCAPE RESOURCES IN THEPRO✓ECTAREA: APE equates with the study area provided in the review request (see attached). Comprehensive historic architectural survey of Guilford County (1995-6), later architectural studies, and county GIS/tax materials and other visuals illustrate the absence of significant architectural and landscape resources in the APE. No National Register -listed properties are located within the APE. Should the project limits or design change, please notify NCDOT-Historic Architecture as additional review may be necessary. No: N/A Funding: ® State ❑ Federal Federal Permit Required? ® Yes ❑ No Pennit Type: USACE (not specified) Project Description: NCDOT's Division 7 proposes to widen SR 1556 (Gallimore Dairy Road) from NC 68 (Bastchester Drive) to just south of International Drive in the City of Greensboro, Guilford County. The existing cross-section varies between a two-lane facility with no curb -and -gutter to a four -lane facility with curb -and -gutter, with turn lanes interspersed. The proposed cross-section will consist of a four -lane facility with curb -and -gutter. Existing ROW is listed as 60 feet whereas Proposed ROW is to be 120 feet. Project length is approximately 2.00 miles. Since Preliminary Design Plans have not been developed yet, a Study Area for the project has been generated in order to facilitate environmental planning purposes at this stage. The Study Area will be centered along the roadway corridor, incorporating extensions along several Y-lines (i.e. intersecting roads). Overall, the Study Area will encompass about 103.4 acres, inclusive of the existing roadways and any modern development. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description ofreviely activities, results of review, and conclusions. - This project was accepted on Monday, February 12, 2018. A map review and site file search was conducted at the Office of State Archaeology (OSA) on Tuesday, February 13, 2018. No archaeological surveys have been conducted along this particular stretch of road, and no archaeological sites have been recorded within one (1) mile of the project area. Digital copies of HPO's maps (Guilford Quadrangle) as well as the HPOWEB GIS Service (http://gis.neder.gov/lipoweb/) were last reviewed on Thursday, February 22, 2018. There are two (2) known historic architectural resources (Southern Railway Hunting Lodge [GF2029] and Gallimore Dairy Road Remnant [GF4962]) located within or adjacent to the Study Area; however, intact archaeological deposits associated with these resources would not be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive -type disturbances within and surrounding the Study Area. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Although this is a State -funded project, a Federal permit is necessary. Permanent/temporary casements will also be necessary as well as additional ROW. The size and shape of the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing ROW along SR 1556 (Gallimore Dairy Road). At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. "No ARC'nAROLOGYSURVRY RA'OUIRED"formfor Minor D""Pp rlanon Projecle' a+' Oaalied in Me 200712015 Progroninwoc Agreemenl. I of Project Tracking NO.: 10-02-0002 National Register -listed) archaeological resources located within the project's Study Area that would require our attention. Based on the description of the proposed project, activities will take place beyond the NCDOT's existing ROW. From an environmental perspective, the Study Area falls within a highly industrialized area along the 1-40 corridor within the Piedmont physiographic region of North Carolina. The Study Area consists of various soil types, most of which have been heavily disturbed, are considered to be poorly drained, or have succumbed to varying degrees of erosion (e.g. Cecil -Urban land complex, 2- 10% slopes [CfB], Chewacla sandy loam [Ch], and Cecil sandy clay loam, 2-6% slopes, eroded [CeB2]). Based on the poor soil conditions and the level of development, the preservation of intact archaeological resources would not be anticipated. The Office of State Archaeology (OSA) has reviewed various projects within the vicinity of the Study Area for environmental compliance, including borrow pits (ERs 06-2228, 12-0462, and 04-2113), cell towers (CTs 02-0016, 02-0419, and 02-0435), the Bicentennial Greenway project (ER 03-1427), and transportation -related projects (ERs 95-0298 and 04-2451). Stating a low probability for intact and significant archaeological sites to be present, OSA did not require an archaeological survey for any of these projects. In fact, the proposed widening of Gallimore Dairy Road was originally reviewed by OSA in 2004 (ER 04-2451). Based on the presence of eroded soils and the level of development along the corridor, OSA did not require a survey at that time. Within five (5) miles of the Study Area, NCDOT's Archaeology Group has reviewed nine (9) transportation -related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO), one of which is located within one (1) mile of the proposed project (i.e. High Point signalization upgrades [PA 15-03-0015, TIP# C-5558]). An archaeological survey was not recommended for any of these projects, based on the presence of heavily modified soils and/or poorly drained or eroded soil conditions. Given the poor soil conditions and developed nature within the Study Area and the results of previously reviewed projects in the vicinity (including the current project itself), there is a low probability for significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
