The permit will be easily concluded. Otherwise billing will continue for this permit, and Mr. El-Massri remains responsible. I have attached all the documents necessary to make this process as easy as possible! It only takes a few minutes to make the submittal with the uploads. If the project has been closed out, the responsible entity on the permit needs to submit a Notice of Termination request with close-out documentation from the authority who approved the E&SC plan (Charlotte/Mecklenburg County): https://edocs.deg.nc.gov/Forms/NCGOI-Termination Normally we would require that someone with Lakeside Builders I, LLC submit this request and sign the certification form because that's who the permittee was. If Mick can take care of that, it will be more straightforward, since his company held the permit. He really should be the one to terminate the permit. However, if that is not possible, we will have to figure out an alternative way to close this. If Lakeside Builders I, LLC is no longer affiliated with the project, and the Financial Responsible Owner (FRO) for the E&SC Plan changed to someone else (or, if it was someone else originally — we did not require FRO forms when this COC was issued, but now we make sure the permittee is consistent with who is listed on the FRO to avoid this scenario) — maybe provide a copy of the FRO from Charlotte to document it and have someone with the same organization on the FRO (who was responsible for the E&SC plan) fill out the NOT request. That person will need to upload close-out documentation and an NOT certification form (you'll see that linked on the form above). In addition, I recommend uploading the FRO form associated with the E&SC plan for the project if it's not going to match Lakeside Builders I, LLC / Mick El-Massri so our reviewer can reference that. 1. If there is a new person with the same entity responsible now, we can do a change in legally responsible person. However, we cannot do a change in ownership. If there has been a change of ownership to a new company/responsible entity (no longer Lakeside Builders I, LLC), that new entity needs to obtain a new COC for the project (if construction continues), and you need to terminate this one with an NOT request (you'll need to provide their permit number).
