Erosion control matting that incorporates plastic mesh and/or plastic twine should not be used along streambanks or within wetlands. [15A NCAC 02H .0502(c)] 1 The Submar articulated closed cell concrete mattresses, 8' X 20' X 4.5". The mat elements are each 1 square foot and have chamfered edges that allow the mat to articulate and react to changes in the stream. The taper will allow mat articulation of a minimum of a 65° angle between any mat element and an adjacent element. Because of this trapezoidal shape, there are interstitial cavities on both sides of the mat that can allow for sedimentation and habitat for fauna. See specs on sheet C-801 of the plans for additional information. The geotextile fabric is placed under the mat system to hold soils in place. It can either be nonwoven or woven. Typically Winnfab 315 or Propex 801 is used depending on site conditions at time of construction. Only monofilament free, loose- or leno-woven erosion control blanket made of natural materials shall be used. Please see the attached specification for what is typically used. 2) The application states "The maintenance project is located within the Cape Fear River Watershed, which does not require protected riparian buffers." This project is located within the Jordan Lake watershed (part of the Cape Fear River Watershed), which is subject to the Jordan Lake Riparian Buffer Rules. This area falls under the delegated authority of Chatham County. Did you mean that any buffer impacts would be authorized by the locally delegated authority, not the State? [15A NCAC 02H .0502(c) & 15A NCAC 02B .0267] Correct, the project is within the Jordan Lake Watershed. It is our understanding that the pipeline maintenance project is exempt under 15A NCAC 02B .0267Jordan Water Supply Nutrient Strategy: Protection of Existing Riparian Buffers based on the criteria under condition 6a. EXEMPTION WHEN USES ARE PRESENT AND ONGOING. CPC's Line 24 was installed in 1963-1964, and remains in use.
