Describe the attachments or comments: The project includes 0.19 acre of Section 401 fill to accommodate two apartments and access. There are adequate uplands on the lot that would require no fill, but it is stated a single residence will be constructed later. Mitigation at a 2:1 ratio has been provided. While avoidance could occur if the other uplands were used, the anticipated residential construction would likely use that area and is stated to not impact additional wetlands. The area proposed for apartment construction is surrounded by wetlands. The only conveyance proposed is a single 12" culvert under fill for the driveway. Additional culverts or larger should be included to ensure appropriate connectivity and flow that would likely aid in the reduction of inundation during rain events.
