HomeMy WebLinkAboutWQCSD0337_Spill and Response Action Plan_20221017 TOWN OF FONTANA DAM RESPONSE ACTION PLAN FOR WASTEWATER PLANT Emergency Response Procedure • The Town of Fontana Dam has a 24-hour response procedure, seven days a week. In the event of a sewer failure, the Wastewater ORC Dennis Pilkington should be contacted as soon as possible at 828-735-0495 or 828-498-2344. • The ORC should immediately respond to the location to assess damages and determine the cause of the back-up. • Take photos and detailed notes. • If situation is beyond the immediate ability of being patched or repaired, the ORC is instructed to contact the town administrator, Zelerie Rogers at 828-498-2107 or after hours at 828-735-2220. Jeff Williams, head of maintenance with Fontana Village Resort, should also be contacted as soon as possible at 828-735-1237, or by radio if within normal working hours. The resort General Manager should be informed of the problem and possible solution by calling 828-498-2108. • If stoppage is in the main line, arrangements should be made as quickly as possible for repairs. Sewer Spill Cleanup Procedures • Treat ALL overflows as if they were toxic. • Move uncontaminated property away from the overflow area. • Remove all visible debris. • Remove all visible ponded wastewater by pumping back into the sanitary sewer. • Disinfect the area using quick lime. (No chemical addition to surface waters). • Keep pets, children and others out of the overflow. Barriers and/or warning tape should be erected to preclude public access for at least 24 hours. • If soil is disturbed near stream banks, re-seed as quickly as possible to prevent erosion. Complete a Report of the Incident • Use the state DWQ Form CS-550. Include • Date and time of response • Response team members • Location of overflow (manholes, cabins, lodge, etc.) • Approximate size in gallons • List any items that have been affected • Immediate health or safety issues • Actions taken by the staff • Reason for overflow • Will overflow affect fish/wildlife? A press release must be issued within 24 hours after a discharge to surface water of 1,000 gallons or more. Further public notice is required for 15,000 gallons or more reaching surface waters.
