The designer is proposing to armor the bank on the left side of the channel (facing downstream) to prevent any potential for scour due to the culvert placement. Also note that the temporary, concurrent dewatering impacts will now include this area so that the armoring will be installed in the dry. The armoring will be restricted to the bank only and will be keyed in per standard, accepted practices. The armoring can be installed from within the buffer footprint already proposed for impact using a long reach excavator or other such equipment (i.e. no additional buffer clearing should be required). The outlet alignment of the culvert at Road Crossing 1 appears to be at an extreme angle with the natural channel. The Division has significant concerns about the proposed alignment causing the downstream streambank and channel to become unstable. Please realign the culver or otherwise address this issue. [15A NCAC 02H .502(c)] Please see attached revised exhibit which proposes 27LF of stream bank armoring (permanent impact, no loss) to only the left bank (facing downstream). The rip rap will be keyed into the bank only and will not encroach into the thalweg of the channel. 2. Road Crossing #1 occurs at a very sinuous portion of the stream. Please provide additional details regarding avoidance and minimization of stream impacts and why this road crossing could not be relocated to a less sinuous portion of the stream. [15A NCAC 02H .502(c)] The stream is generally sinuous throughout the subject property. One location does not appear to be significantly less sinuous than another. The length of the stream within the property itself is also limited, and the proposed road is required to align with the Avery Woods stub road, which essentially sets the crossing at the location shown. For avoidance and minimization, we are proposing custom headwalls instead of standard NCDOT headwalls to reduce the length of impact as much as possible.
