NORTH CAROLINA Director Environmental Quality October 24, 2022 Jeff Theberge, P.E., Engineering Manager Cape Fear Public Utility Authority 235 Government Center Drive Wilmington, NC 28403 Subject: Variance Request Approval Cape Fear Public Utility Authority Northwest Regional Pump Station and Interceptor (WQ0036471 MOD) New Hanover County Dear Mr.Theberge: The Division of Water Resources (Division) has reviewed the submitted variance request received'on August 12, 2022 and additional information received on October 24, 2022 for the subject project. The Division will grant the variance request for the use of one interference box, as indicated on the provided plans; subject to the following requirements in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received from Norris & Tunstall Consulting Engineers, P.C. on behalf of the Cape Fear Public Utility Authority, a variance is granted for the construction and operation of approximately 24 linear feet of 8-inch gravity sewer within the interference box at approximately STA 3+85 on Barnesmore Drive noted on Sheet C2.1 of the plan set dated August 8, 2022 for the above named project. 2. Gravity sewer lines suspended through conflict/interference boxes to resolve intersections with storm drains shall be constructed of ductile iron pipe with mechanical joints, utilizing the materials,testing methods,and acceptability standards meeting water main standards, in accordance with 15A NCAC 02T .0305(g). These lines shall be designated as high-priority sewers,subject to the conditions as outlined below: a. The section of gravity sewer as described above shall be designated as "high- priority sewer" in accordance with 15A NCAC 02T.0402. b. High-priority sewers shall be inspected by the permittee or its representative at least once every six-months in accordance with the permittee's individual system-wide collection system permit(WQCS00012). All other elements of this project shall be constructed in accordance with all applicable rules and statues including, 15A NCAC 2T;the Division of Water Resources' (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast-Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable.
