Send all suspicious email as an attachment to Report Spam. <mailto:report.spam@nc.gov> April/Colleen, We are requesting a pre-application meeting to discuss the proposed Welcome Venture Park project located north of Hamlin Rd in Durham, Durham County. The project is ±161 acres in size and is located on the following three parcels: * Parcel ID: 196822 – 1225 Hamlin Rd * Parcel ID: 160404 – 1507 Hamlin Rd * Parcel ID: 169156 – 1539 Hamlin Rd The Preliminary JD Request for the project area was approved by the April Norton with the USACE in an email dated 2/10/2022 (SAW-2021-02316). NCDWR issued a Buffer Determination Letter (NBRRO #21-445) for the project area on 1/13/2022. I have attached the “Approved Wetland/Buffer Delineation Exhibit” which depicts the approved wetlands, streams and riparian buffers. The proposed project consists of an industrial/commercial park development consisting of 10 buildings, parking, internal access roads, stormwater and utilities (water/sewer). The project will also require construction of a section of the Northern Durham Parkway through the middle of the site extending from Hamlin Road on the south side of the project to the railroad to the north of the project. Northern Durham Parkway is a boulevard reflected on Durham’s Comprehensive Transportation Plan. Ultimately, Northern Durham Parkway will be a 4-lane boulevard, but the current project only proposes construction of two-lanes. The project is intended to provide flex space which can be upfitted to meet the needs for various types of businesses for rent, for which the is a deficit of such developments in Durham County. The construction of Northern Durham Parkway will result in: * 0.32 ac of permanent open water impacts (Pond 1) * 0.01 ac of permanent wetland impacts (Wetland A) * 0.01 ac of permanent stream impact (Stream 1) – Culverted Crossing The construction of the industrial park will result in: * 0.29 acres of permanent open water impacts (Pond 1) * 0.01 acres of permanent wetland impact (Wetland A) We request a pre-application meeting to discuss the proposed site plan as well as permitting requirements/strategy. If the industrial park and Northern Durham Parkway are permitted as a single project, the impacts will exceed 0.5 acres and therefore require an IP. In a similar project called Junction & Ferrell Road Site (USACE AID SAW-2021-00350), the section of North Durham Parkway to be built was determined to be a separate project from the proposed industrial park since North Durham Park was intended to be a boulevard and not a private driveway serving the industrial development and was ultimately permitted as a single and complete project with the City of Durham as the applicant (Northern Durham Parkway – Phase I/USACE AID SAW-2021-02593). Considering the proposed project is essentially the same situation as the Junction & Ferrell Rd project where a portion of the Northern Durham Parkway is a requirement by Durham, we would like to discuss permitting the proposed Welcome Venture Park project the same way, with separate NWPs for the impacts for the industrial park and impact from Northern Durham Parkway.
